**Key Responsibilities**:

- Develop and implement Classification, Free Trade Agreement and Duty Preferential/Saving Programs for Canada, US, and Mexico
- Provide second level review of Harmonized Tariff (HS) numbers for compliance with GRIs, rulings, World Customs Organization (WCO) notes and other references
- Review and determine Partner Government Agencies (PGA)/ Other Government Department (OGD) and other requirements
- Lead customs audits and projects in compilation of information related to classification, free trade agreement, and duty deferral programs
- Review and submit business case to support rulings request from US and Canadian Customs Authorities
- Develop classification database for the communication of updates and changes to customs brokers
- Develop policies and procedures to ensure records to support classification determinations and free trade analysis are maintained
- Review Schedule B classification and Export Control Classification Number (ECCN) determination
- Develop and implement classification and free trade agreements recordkeeping program for Canada, US, and Mexico
- Develop and implement program for the management and determination of free trade eligibility
- Monitor Antidumping/Countervailing Duties (AD/CVD) development, determine business impact and communicate them in a timely manner
- Provide AD/CVD scope and other regulatory information to internal stakeholders
- Create and execute procedures, best practices, and internal controls to ensure compliance to minimize business and legal risk
- Create and deploy compliance training programs on topics such as: Country of origin determination, Tariff classification, Free Trade Agreements, and other topics
- Develop and implement program for the management of AD/CVD, Special Import Measures Act (SIMA), Quotas, and other duties
- Mentor, motivate and lead compliance team to achieve business goals and objectives, and personal growth and development
- Manage performance and salary reviews for compliance team
- Develop and present periodic updates to key stakeholders on Free Trade Agreements, Section 232, 301 and others
- Monitor changes in the trade and supply chain communities, identify risk and/or opportunities, communicate impact of changes in the environment to the business
- Develop plans to mitigate risk

**Role Requirements and Experience**:

- Minimum 8 - 10 years trade compliance experience, focused on classification for Canada, US and Mexico, Free Trade Agreements analysis and other preferential programs
- At least 5 years of people leadership
- Expertise knowledge and experience performing free trade determination in both manual and automated environments
- In-dept knowledge and understanding of rules of origin and determination under free trade agreements signed by Canada, US, and Mexico
- Established hands-on experience in dealing with Canada and US Customs authorities
- Must be able to actively lead/participate in the development and maintenance of policies and procedures to detect and mitigate risk
- Ability to communicate at all levels within government departments
- Comprehensive knowledge and understanding of D-Memorandum, customs regulations, Harmonized Tariff System, import/export licensing and Duty Preferential/Deferral Programs
- Proficient with import and export trade compliance processes, policies, and controls
- Experience with the development and deployment of trade compliance automation tools such as Amber Road, SAP GTS, or Oracle GTM
- Established ability to identify and research issues, communicate finding, recommend solutions, and implement approved recommendations
- Excellent analytical and organizational skills with the ability to perform complex activities
- Prior hands-on experience with the development, creation and implementation of policies and procedures
- Comprehensive knowledge and understanding of Partner Government Agencies (PGA) requirements, Federal Registry, import/export licensing, Automated Commercial Environment (ACE), etc.
- Must be able to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements
- Expert understanding of Quotas, ADD/CVD, 232, 301, SIMA and other duties
- Ability to effectively communicate with trade compliance and non-trade compliance groups
- Must be able to use critical thinking to solve complex problems
- Agile, Project Management and/or Project Lead training (beneficial)

**Software Knowledge**:

- Knowledge of Enterprise Resource Planning Systems (i.e., Microsoft D365, SAP, Oracle) would be beneficial
- Knowledge of global trade automation solutions (Oracle GTM, Amber Road, Etc.)
- Proficiency with Microsoft Word, Excel, Microsoft Teams, Outlook
