**Manager, Infrastructure Services**

**The Role**:
To manage the planning, design, development and delivery of Information technology infrastructure strategies, services and systems in support of Public Health Ontario’s (PHO) overall Technology Services (TS) strategy and anticipated needs.

To manage PHO engagement in the complex relationship with government service providers (e.g., Infrastructure Technology Services and Health Services I&IT Cluster), including negotiation and management of services that meet and anticipate PHO requirements. To act as the designated Business Relationship Manager for assigned PHO portfolios (e.g., Public Health Laboratories (PHOL) portfolio, etc.).

To provide oversight to the development and delivery of information technology infrastructure, and other Technology Services initiatives to support PHO’s mandate to enable analysis and sharing by internal programs and share information with external stakeholders and partners.

**Key Responsibilities**
- Supports the planning, development and implementation of innovative operational, strategic and tactical plans to meet the information technology of Public Health Ontario within PHO’s overall TS strategy in the areas of information technology infrastructure, communications, networks, storage and tools.
- Leads the development of service level agreements with IT service providers that meet PHO’s advanced needs derived from PHO mission and mandate but adheres to the principles of the Ontario government’s I&IT Directive.
- Leads the planning, development and implementation of a security infrastructure and related policies, protocols, tools, templates and guidelines to ensure staff and information holdings are protected and access is provided at various security levels to PHO partners, with particular attention to personal and personal health information (as defined in Personal Health Information Protection Act (PHIPA).
- Ensures compliance with legislation (e.g. privacy) and Ontario government policies, directives and guidelines.
- Conducts ongoing assessment of emerging technology in the market and recommends adoption of systems and technologies that meet requirements for overall enterprise (new) initiatives, programs and services.
- Fosters positive relationships with external partners (e.g., Ontario Health, Ontario Health Data Platform, High Performance Computing Consortium, etc.) to leverage and share resources, knowledge and innovations.
- Provides oversight and guidance on projects (which may be concurrent) from concept to implementation and closeout, including initiating, promoting, managing projects and their transition to production.
- Oversees the definition and prioritization of projects/activities in the IT Infrastructure area that arise from strategic, business and operational planning, including those submitted by program areas through the TS request intake process and negotiation with PHO programs, Infrastructure Technology Services (ITS) and Health Services I&IT Cluster (HSC).
- Develops program operational plan and goals in support of PHO’s overall Annual Business Plan and Strategic Plan.
- Manages budget, service and performance indicators and ensures consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions.
- Builds and leads teams of multi-disciplinary staff in support of PHO’s activities.
- Manages staff, congruent with PHO internal policies and procedures, professional standards, Collective Agreement requirements and other relevant standards, legislation or regulations.
- Assigns staff responsibilities setting clear performance objectives and measures, evaluating performance; advises on training needs, participates in recruiting/selection of staff; addresses performance and disciplinary issues, responding to grievances in conjunction with PHO Human Resources management programs; establishes and implements work/vacation schedule; builds and leads a team of multi-disciplinary staff who support PHO’s activities.
- Models organizational values and organizational culture and embeds values into area of responsibility.
- Represents the Unit, its initiatives and services and PHO in consultations, relationships and collaborative partnerships with government, other provincial agencies, non-governmental organizations, professional associations and other academic and community partners.
- Ensures alignment of unit goals, objectives and activities with other PHO initiatives, goals and objectives.
- Contributes to the development and implementation of the department’s mandate and operating procedures by taking a significant role in the identification of new programs and projects that fit PHO’s mandate; suggests areas for improvement in internal processes along with possible solutions.
