The role is responsible for the management and implementation of assigned projects via Public-Private Partnerships (P3). This includes the delivery of Capital Projects (renovations, additions and/or new builds) as assigned. The projects will include the day-to-day management of various deliverables (including management of Consultants and Contractors), coordination with Ministry clients, and the internal coordination with other Infrastructure Ontario (IO) divisions in support of the implementation of the project. The role will be required to continually engage and build relationships with Ministry stakeholders and external project partners, providing the forum for open, safe and collaborative workplace environment.

**To be successful in this role, the incumbent brings sound commercial management, stakeholder management skills and experience finding positive solutions to complex issues with contractors, clients and diverse teams of project consultants and specialists. Experience negotiating claims, scope changes and other compliance and contractual matters on major projects is required. Experience coaching, mentoring and delegating to a team (Project Managers and Project Coordinators) is required.**

**What You Will Do**:

- Lead, plan and deliver the end-to-end delivery of assigned P3 and non-P3 ICI project(s) in accordance with approved scope, budget and schedule, following design, build, finance and maintain (DBFM) Public-Private Partnership (P)3 model, Stipulated Sum and Construction Management contracts and methodologies.
- Lead and manage the project administration processes internally and externally for Consultants, Contractors, and specialty Vendors. This includes financial management of contracts including but not limited to vendor invoicing review and approval, budget, cashflow and forecast management, lessons learned management, negotiations, dispute and claim resolution, and/or interpretation and terms of agreement(s) on behalf of the organization.
- Lead, chair and manage office, site, and remote project related meetings and/ or visits with internal, external and any other pertinent stakeholders.
- Manage relationships with various groups of internal and external stakeholders to identify issues related
- to staging, procurement, government approvals, relationship management and other commercial
- issues.
- Prepare monthly and ad hoc reports and/or Powerpoint presentations for both internal and external stakeholders. Present findings to stakeholders.
- Prepare various required letters as part of project agreement(s) on P3 and non-P3 projects specifically dispute letters, briefing notes and business cases throughout the lifecycle of the project(s).
- Facilitate and build effective relationships and timely communication between Infrastructure Ontario, client(s), consultant(s), Project Management team(s) contractor(s), Equipment Vendor(s) and Specialty Vendor(s) to create positive relationships. Assist in responding to communication queries and questions arising on the project from different sources, internal and external.
- Develop and proactively identify project risks and establish mitigation measures in coordination with internal, external project team members and Ministry(s) creating positive outcomes.
- Manage the procurement of external consultant(s), contractor(s), and any specialty vendor(s) to support delivery of assigned projects.

**What We’re Looking For**:

- Substantial hands-on experience managing major, complex projects from Transaction through to Construction, substantial and final completion stages, including executing all the project activities from start to the end for the entire duration.
- Experience or education in Engineering, Project Management, Architecture or relevant discipline.
- PMP certification (or working towards it).
- Experience leading meetings with senior or executive leadership regarding critical project outcomes for their portfolio.
- Experience leading and directing the work of multiple project teams, and coaching staff (Project Manager and Project Coordinators).
- Experience with P3 programs, with Design-Build-Finance models strongly is required.
- Strong experience managing major projects from inception to delivery is required.
- Strong business acumen, solid experience dealing with project budget, schedule, and technical requirements as well as financial and legal matters, contract management, with an emphasis on commercial considerations pertaining to project planning
