Director, Project Management Service Provider

IO’s Project Delivery Enterprise Team delivers some of the province’s largest and most important public infrastructure projects, including new hospitals, highways, transit systems, and courthouses. Our made-in-Ontario approach to modern project delivery has brought over 100 major projects to market and has made Ontario a global leader in infrastructure development by delivering new projects on time and on budget while meeting high standards for design, quality, and health and safety.
The Director will be responsible for monitoring the Project Management Service Provider (PMSP) and the deliverables of the Master Services Agreement (MSA). This includes responsibility for and the owner of the relationship with the PMSP’s strategic asset management teams and other internal/external partners. The role will collaborate with internal business partners to provide client ministry relationship management as it pertains to project planning and delivery functions. The Director will also support and manage the project services team.
**What You Will Do**:
- Lead, develop and motivate a team of high-caliber professionals that provide high quality services, and build reputation as a reliable business partner.
- Assign, lead and participate in the management of work streams to achieve annual deliverables and continuous improvement initiatives.
- Monitor and report on Performance Management framework and MSA deliverables and make clarifications as required.
- Manage planning, implementation and quality control for projects and programs.
- Ensure that functional requirements for new construction, leasehold improvements, and capital repair projects are translated into complete and accurate scope, schedule, and budget for all projects in the regional portfolio in a timely manner. Review Project Justification Forms and contribute to effective portfolio planning.
- Effectively manage the relationships with service providers, keep open communication channels to advise them on any government initiatives and/or special projects that may affect their deliverables, and collaboratively resolve any issues which defer them from effective and efficient service delivery.
- Influence, review and approve the development and implementation of project management delivery strategies, policies, and procedures.
- Working with the Service Providers, develop project management and delivery strategies, policies and procedures, and ensure effective and consistent implementation.
- Evaluate effectiveness of delivered projects and services, including client satisfaction parameters.
- Identify feasible solutions to emerging regional issues and develop appropriate strategies with internal stakeholders, colleagues and senior management.
- Manage relationship with and provide expert support to the client ministries, internal and external stakeholders in resolution of project issues and in relation to the regional projects and programs.
- Working in collaboration with the managers, internal and external partners, identify potentially contentious issues within the region and advise senior management about possible implications. Implement viable mitigation strategies to address the issues, as required.
- Engage and develop appropriate relationships within ministries to ensure that ministry mandates are achieved, and overall government agendas are met.
- Provide expertise and guidance to client ministries and partners on accommodation-related issues, business cases, and operational plans. Meet with the ministries as required to discuss anticipated project related escalations.
- Build, develop and motivate the team of high-caliber professionals that provide value-adding high quality services and constantly work to build and enhance relationships and reputation as a reliable business partner.
**What We’re Looking For**:
- Substantial progressive management experience in overseeing project management service providers, project management service agreements and real property contracts.
- Strong people leadership capabilities, including but not limited to, the ability to grow talent, empower performance, and promote and model a healthy and respectful workplace.
- Demonstrated leadership abilities, highly developed communications skills, presentation skills and a proven track record of building positive relationships and effective partnerships.
- Sound hands-on experience in financial management and program management.
- Experience in development and delivery of client-focused programs and services.
- Proven experience in building positive and effective business relationship with variety of internal and external stakeholders at different levels.
- Influencing, negotiation, and conflict resolution skills to mediate and resolve regional operational issues and work out viable agreements with clients, internal and external service providers.
