As a Bilingual Proposals Specialist, you will leverage your French language skills to provide proposal management support for French language-based proposals, and also provide support whenever needed for English Proposals.

Bilingual and fluency in French and English (speaking, reading, writing and communicating) is a fundamental requirement.

**Key Areas of Responsibilities**:
Systematic management and administration of proposals (creation, logistics tracking and archiving).

Manage execution of proposals/Management of the proposal process from information gathering and driving related actions (e.g., on time, in full); ensure accuracy, completeness, and compliance of related documents.

Facilitate proposals performance monitoring.

Evaluate and communicate gaps between current proposal KPIs rate and required proposal KPIs rate to meet business goals.

Partner with sales support, contract management, project managers and other functional groups to ensure efficiency and consistency in proposals fulfillment and execution. Evaluate and Monitor proposals execution.

Ensure compliance with SOX ICS Audit controls.

Design & deploy improvements of policies and process to ensure proposal/contract documents are aligned with company's business controls, policies, and procedures.

**Behavioral**: Daily demonstration of the highest level of Philips Leadership competencies and behaviors

Manage the end-to-end RFP Process including but not limited to conducting kick of meetings, follow-up meetings, proofreading, finalizing proposals, coordinating proposal submissions, conducting debrief calls, client communication.

Document and communicate systematically with internal stakeholders to ensure project timelines, deliverables and expectations are met.

In line with Philips Standards, prepare professionally written responses to Proposal Documents that specifically address customer requirements, ensure compliance, accuracy, and timelines.

Participate actively in Philips University and TEDS trainings as well as contribute to assigned projects.

Working towards standardization efforts of Proposals

**Experience and Technical Requirements**:
Knowledge of proposal management/development best practices including project management, writing, editing, content analysis, compliance matrix development, win theme and value proposition development.

Managing/coordinating the end-to-end RFP response process according to Philips internal guidelines, from receipt of the RFP to timely delivery of the high-quality final product, ensuring all expectations, actions, and timelines are understood and met, including leading a virtual, cross-functional team.

Leading the qualification process including review and assessment of RFPs to proactively identify and flag risks that should be considered as part of a bid/no bid decision.

Identifying risks associated with proposal preparation and ensure resolution.

Coordinating and conducting kick off and other meetings / calls including ensuring that all key cross-functional areas are represented and develop detailed action plans and timelines based on submission requirements and deadlines.

Delegating tasks among designated proposal stakeholders throughout the proposal process and monitor progress with timely follow-up to ensure internal proposal deadlines are being met.

Responsible for understanding RFP requirements, ensuring compliance, and identifying questions, concerns, and potential risks.

Maintain a list of all active RFP-responses and level of completion that can be shared with the broader team.

Maintain a list of previous responses and supporting documentation to help quicken the delivery and turnaround time of the proposal’s response.
