**Programs, Engagement, and Innovation Division**

The Programs, Engagement and Innovation Division implements key policy and strategic change initiatives, including targeted program expansion to meet Alberta’s workforce needs. The division provides opportunities for stakeholder engagement to inform and influence government direction; supports Alberta’s International Education Strategy and post-secondary research and innovation; and works with internal and external stakeholders to transform the ministry’s digital architecture and services.

**Private Career Colleges Unit**

The Private Career Colleges (PCC) unit is responsible for the regulation of career training programs offered by private institutions in Alberta in accordance with the Private Vocational Training Act and Regulation. This responsibility includes ensuring programs licensed in Alberta comply with requirements set out the Act and Regulation, interpreting legislation, and ensuring that licensees and operators are aware of licensing and compliance requirements. This regulatory oversight role ensures an accessible, accountable, and affordable career training sector exists and students obtain the skills and knowledge required to find employment.

**Role**:
**Licensing Officer**

Proactive and responsive operational support and guidance are provided to licensed institutions. The position leads and supports projects related to private career training and contributes to the identification and resolution of issues and concerns about licensing requirements and accountability.

The Licensing Officer researches and compiles information related to emerging issues and trends related to licensing and works collaboratively within the unit and with PCCs to recommend proactive strategies for improvements to process and policies. Close collaboration with Compliance Officers enables balanced and ongoing attention to PCCs to maintain system integrity and quality across the province. The position reports to the Manager, Licensing, and operates in accordance with the Private Vocational Training Act and Regulation, government administration processes and procedures (e.g. for records management, Action Requests), and PCC operational plans.

As **Licensing Officer** you will be accountable for the following activities of the ministry:

- Complete comprehensive reviews to support licensing recommendations (e.g., program's ability to meet labour market demands, analysis of admission requirements, a qualified assessment of industry curriculum relevance reviews)
- Oversee the lifecycle of program licensing, including evaluate documentation submitted by licensees concerning moves, establishment of new campuses, sales, name changes, program cancellations, institution closures, program changes, and new programs and act where a current licence is impacted.
- Review information and documentation submitted by applicants and licensees relating to financial security (the mechanism through which government protects the tuition that students pay) and ensure that PCCs are adequately secured

**2. Policy and Process Improvement**
- Work collaboratively within the unit to ensure that there is consistency in the interpretation of policies and legislation, in accordance with branch procedures and standards.
- Research trends and opportunities across the PCC sector to inform strategies and processes.
- Research new emerging fields, best practices, and trends in other jurisdictions, summarize information and provide recommendations as required.
- Provide input into draft policies, particularly with respect to operational policy guidelines.
- Provide input into draft procedures ensuring that there is sufficient rigour in the process and that the principles of administrative fairness are considered.
- Identify and participate in opportunities for streamlining and enhancing internal processes
