Reporting to the Director, People Services, the Manager, Payroll is responsible for the Hospital's payroll processing to ensure accurate and timely payments to employees, agencies and related third parties, as well as ensuring that all regulatory and legislative compliance procedures are performed correctly and accurately. This role will establish and maintain department procedures to ensure efficient operation of the department including leading and developing the payroll team. This role will oversee bi-weekly payroll and completion of year-end process, which includes but not limited to CRA, HOOPP, EHT and WSIB annual remittances.
**DUTIES AND RESPONSIBILITIES**:
- Manage the operational delivery and deployment of payroll process and services;
- Adhere to all legislative requirements, collective agreements and hospital policies & procedures related to payroll;
- Overseeing, troubleshooting and problem solving issues or situations that may arise in the processing of payroll;
- Ensuring compliance in year-end related items with respect to the processing of T4 and T4A's in accordance to the CRA, along with HOOPP, EHT and WSIB remittances;
- Maintains the payroll system (currently Meditech) in accordance to CRA legislated regulations, hospital benefit plans, HOOPP, collective agreement related issues, HR related issues and all statutory deductions, eg. Employment Insurance, Canada Pension and Service Canada;
- Monitor and review internal controls, reconciliation of accounts, providing meaningful and relevant information to support internal audit purposes for auditors;
- Compliance, administration and reporting of the HOOPP pension plan to HOOPP and to the CRA;
- Responsible for auditing, balancing and submitting all payroll related government payments and reports, including bi-weekly, monthly and all year end reporting. CRA, EHT and WSIB;
- Responsible for making payments to third parties, such as union dues, employee health benefits, Garnishees, Family Support and any other deductions processed through employee payroll deductions;
- Maintains responsibility for hiring, performance management, and appraisals of all department staff;
- Maintains responsibility for managing departmental budgets;
- Performs responsibilities, which advance and support Lakeridge Health's mission/vision and strategic directions;
- Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies, and contraventions of the Act, in a timely manner, and;
- Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested.
**QUALIFICATIONS**:
- Completion of Certified Payroll Manager designation by National Payroll Institute;
- 5 years experience in a Payroll Manager function within a large multi-union hospital with at least 3,500 employees being processed through payroll;
- Experience with Meditech Payroll is preferred;
- Knowledge and interpretation of the Canadian Payroll legislated government regulations. Application of these regulations, formulation of, calculation of and reporting of in accordance to CRA legal regulations;
- Knowledge of hospital collective agreements, pay practices and procedures and all statutory reporting
- Excellent communication skills both oral and written, with the ability to communicate effectively with all levels of the organization, the public and other organizations;
- Superior creativity, analytical skills, and the ability to prioritize and manage a high volume and varied workload;
- Ability to perform duties in a professional and courteous manner and produce high quality work while meeting deadlines in accordance to LH standards;
- Exercise initiative and good judgement with ability to multi-task;
- Compliance with confidentiality requirements;
