Job Description Summary
The Associate Project Manager is responsible for performing work related to the planning, design, construction, and post-construction of large capital projects. The incumbent provides high level administration and supports Project Managers working on multi-million dollar capital projects across the University. They are responsible for planning, reviewing, assessing, and coordinating components of these large projects. The Associate Project Manager may also be assigned small projects for which they will assume full project management responsibility under the guidance of a Project Manager, Senior Project Manager or Associate Director.
Organizational Status
Reporting to the Senior Project Manager or Associate Director, the Associate Project Manager is primarily responsible for supporting Project Managers, assigned to multi-million dollar capital projects managed by Infrastructure Development - Project Services, as well as their own projects. Duties include ongoing interaction and communication with clients, such as faculties and administrative departments, regulatory officials, as well as consultants and contractors. A significant part of the APMs role involves interacting and liaising with the campus community to guide the successful delivery of projects.
The nature of project management requires that numerous resource people, including staff, consultants, and contractors report to the Associate Project Manager. As construction projects vary in time and complexity, the number of such people will vary. The Associate Project Manager may have less than 10 people on a small project reporting directly and indirectly to them. The Associate Project Manager may manage up to 10 active projects at various stages of feasibility study, design and/or construction, ranging in value from $50,000 to $2.5 Million (total project budget).
Work Performed
- Manages administration of the planning/timelines/implementation/close-out activities for projects including refining project requirements and developing small modules of larger project plans with support of senior members of the team.
- Responsible for preparing project plans, scope documents and project charters.
- Managing project status, business directions, scope changes, and milestone achievements and providing frequent updates to Senior Managers, Project Managers, and Project Coordinators
- Investigating particularities of the proposed site (asbestos, environment sensitivity, location of services, space availability, etc.) and other issues that could affect the project cost, quality and timing.
- Preparing and reporting on the project budget/estimate, schedule, quality and cash flow projection to the client and Project Manager and/or Senior Managers. This can sometimes be with the assistance of a cost consultant.
- Ensuring that all necessary permits and approvals from Regulatory Services, fire, health, safety, and environment, and other authorities having jurisdiction, as and when required, are obtained.
- Coordinating the selection and retention of design consultants.
- Preparing tender packages for submission to the Procurement Officers for obtaining tenders, and recommending award of construction contracts.
- Researching, obtaining quotations and arranging for the purchase of equipment, furnishings, and long-deliver-time materials to be incorporated into the project.
- Ensuring all bonding, insurance certificates, proofs of WCB coverage and hazard assessments are obtained.
- Monitoring the progress and performance of the work through regular construction progress meetings and presenting in the form of a regular monthly status report showing the financial, schedule and quality status.
