**Background**

The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government.

With over 2,000 members including Canada's largest cities, small urban and rural communities, and 20 provincial and territorial municipal associations, FCM represents over 90% of Canada’s population. As the national voice of Canadian municipalities, FCM is an organization that strives to make the communities Canadians live in more prosperous, sustainable, and equitable.

The Policy and Public Affairs (PPA) department leads FCM’s policy, advocacy and communications practice on behalf of our 2,000 member municipalities. This includes working with FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus and FCM’s Rural and Northern and Remote Forums, and developing national advocacy and engagement strategies with internal and external partners. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy are built on the quality and depth of our work, but also how deeply it is informed by our members.

**Major Purpose**

The PPA Fellow position will support PPA’s policy, outreach, communications and operations work by providing research and analysis on current municipal policy issues, as well as contributing to member outreach and engagement projects. The fellow will also contribute to the collective Jack Layton Fellowship Project. The position is designed for a summer term graduate student, co-op or Fellowship placements, or recent graduates.

Other responsibilities include supporting the PPA team to prepare and deliver content at the FCM Annual Conference and monitoring and assessing current and emerging federal initiatives that impact Canadian municipalities.

The Fellow will maintain the highest level of confidentiality, professionalism and exercise good judgment including the ability to escalate to management when help is required and being able to meet deadlines as set out by their direct manager within a fast-paced corporate environment.

**Key Responsibilities**

**Primary Component (80%); FCM Policy Research, Outreach, Communications, and Special Projects**:

- Undertake research and analysis in support of FCM’s policy and advocacy work across a range of files.
- Support special research or outreach projects, including working horizontally across FCM, with FCM member municipalities and with external stakeholders.
- Assist with external stakeholder mapping to identify opportunities to build further connections on key issues.
- Prepare and present reports, briefing materials, and slide presentations to FCM staff on emerging public policy issues of concern or interest to municipal governments.

**Secondary Component (20%); Jack Layton Memorial Project**:

- Work collaboratively within a team of five (5) fellows selected from various FCM departments.
- Continue the development of a campaign to commemorate Jack Layton’s work. This campaign will focus on youth engagement in local communities with an emphasis on participation in municipal issues.

**Knowledge, Experience and Skills**
- Graduate level training or combination of training and experience, in public administration, economics, political science, or a related discipline.
- A keen understanding of the functions of government and policy-making in Canada, as well as an understanding of the interests of municipal governments and intergovernmental issues.
- Strong research and writing skills.
- Effective communication and presentation skills.
- Interest in working in highly collaborative, dynamic teams in an outcomes-focused, real-time, client service environment.
