Responsible for an adult learning system that provides accessible, affordable and high-quality education for Albertans. The ministry prepares Albertans for lifelong success through education by approving programs of study; funding public PSIs and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; supporting academic research and innovation.

**Role Responsibilities**:
The Private Career Colleges (PCC) and Compliance branch is responsible for ensuring compliance of career training programs offered by private institutions in Alberta in accordance with the Private Vocational Training Act and Regulation. This responsibility includes ensuring programs licensed in Alberta comply with requirements set out the Act and Regulation, interpreting legislation, and ensuring that licensees and operators are aware of licensing and compliance requirements. This regulatory oversight role ensures an accessible, accountable, and affordable career training sector exists and students obtain the skills and knowledge required to find employment.

Reporting to the Executive Director, Private Career Colleges The Director leads the Unit to achieve results in an effective and productive manner and to foster a collaborative, nimble and innovative culture. Recommendations and advice are provided to inform decision-making by executive leaders and senior government officials. The Director works collaboratively with leaders across the branch and department as well as multiple external stakeholders.

The Director role plans and executes the following tasks as a part of their role:

- Approves compliance policies and procedures to ensure that all decisions with respect non-compliance matters adhere to the requirements of the PVT Act and Regulation and the Student Financial Assistance Act and Regulation.
- Collaborates closely with the Director, PCC Licensing to identify concerns and non-compliance and develop strategies to address them.
- Provides assurance for investigations concerning potential contraventions of the PVT Act and Regulation and related decisions in accordance with the principles of administrative fairness and the legislated authority.
- Identifes and leads strategies to ensure that the public, regulatory bodies, branches and departments are aware of the private career training system and the role it plays in support of Alberta's post-secondary system.
- Develop recommendations for changes to legislation and regulations to ensure that the regulatory requirements are understandable, up-to-date, and relevant to the current environment for private institutions offering career training while ensuring industry requirements are in the best interest of students.
- Monitors institution designation compliance and develop and oversee compliance activities and suspected fraud investigations in Student Financial Services
- Develops and implement operations plans in alignment with department plans and ministry priorities.
- Ensures rigor and alignment with ministry and GoA frameworks in all unit activities.
- Manages branch human resources (i.e., recruitment of team members; development of performance agreements and learning plans; performance management; ongoing allocation and management of workload).
- Provide advice and recommendations to the Executive Director and executive ministry leaders, as needed, to inform their decision-making and to shape responses.
- Work collaboratively with branch, division, and department staff to ensure coordination and integration of functions and delivery of services.

**Qualifications**:
University graduation with an Education degree plus 6 years progressively responsible related experience; or equivalent as described below.

**Equivalency**:
Related experience or education may be considered as an equivalency on a one for one basis.

**Assets**:

- Experience with policy development, project management, data analytics and legislation compliance work is an asset.
- Familiarity with the province's student financial assistance program.
- Experience in a leadership role leading a team and supporting team members.
- Strong interpersonal, negotiation, and relationship building skills are required to liaise with program providers, and relay difficult decisions regarding lice
