This position is accountable for all aspects of complaint procedures, both internal and external for all of the peace officers within the Community Standards and Neighbourhoods Branch. It ensures that all aspects of the complaint procedures/process are in compliance with the Peace Officer Act, the Peace Officer Ministerial Regulation, the FOIP act and all other legislation and associated policies.

This position is required to conduct complex investigations, conduct interviews, initiate dispute resolution, formulate unique solutions related to conflict, and review and report on transactional use of force incidents. This position engages in frequent contact and partnerships with external agencies including the Edmonton Police Service, the Ministry of Public Safety and Emergency Services, as well as the Royal Canadian Mounted Police as they address complaints or incident files (including discharge of weapons, death or grievous bodily harm, etc.). This position will also process peace officer and bylaw officer appointments along with police and vulnerable sector screening checks.

- Conduct all aspects of the Professional Standards Unit’s operations, including intake of complaints, conducting investigations, reporting findings, making recommendations, and determining when additional resources may be required, stakeholder engagement; etc.
- Provide direction and expertise 24/7 to emergent situations, including potential code of conduct breaches, conducts reputation management as needed, media stories, etc., where the City of Edmonton and/or the Peace Officer Sections could be at risk
- Keep up to date on industry best practices and collaborate with stakeholders for continuous improvement in professional standards
- Develop, review and support policy and procedure updates as they relate to investigations, current administrative law and discipline
- Training - Assist in developing, providing feedback, and delivering Officer education and training as required
- Process the peace officer and bylaw appointments for peace officers and review police and vulnerable sector screening checks
- Triage public complaints and internal investigations relating to officer conduct and determine the appropriate course of action. This review also includes determining if there are allegations of criminal misconduct; in which the investigator would refer those to the Police agency of jurisdiction
- Compile and present investigative documents such as, case file plans, interview plans, examination and analysis of force events, evidence summaries and investigative reports
- Ensure notifications and updates of the complaint process and potential findings of incidents are communicated to complainants
- Be responsible for the maintenance and records management of all incoming and assigned complaints of conduct investigations, ensuring the professional case management of all related investigative material in electronic and hardcopy files

**Qualifications**:

- Completion of a recognized post secondary diploma and/or degree in police studies, criminology, investigations, security, or related field
- A minimum of five (5) years of investigative experience within the area of complex investigations in a diverse law enforcement environment **OR **have been a serving police officer in Canada and have a minimum of five (5) years of policing/investigative experience from a recognized Law Enforcement Agency
- A minimum of two (2) years experience working with the public in a customer service environment
- Certifications or accreditations in law enforcement-related topics relevant to the investigation of public complaints, professional ethics, mediation and conciliation would be assets
- Interviewing Techniques, Major Crime Investigation (Canadian Police College) and Major Case Management (Canadian Police College), Project Management Professional (PMP), PROSCI or similar change management certification would also be considered assets
- Ability to lead and direct additional resources in investigations
- Ability to work independently and make critical decisions and possess strong analytical skills
- Ability to provide creative solutions that are transparent and equitable to all parties involved
- Skilled in conducting complex and/or sensitive investigations that include the gathering of statements and evidence
- Knowledge of the Alberta Public Safety and Emergency Services Peace Officer Program and applicable Act and Regulations, policies and procedures
- Knowledge of applicable City of Edmonton policies, bylaws including disciplinary processes; other Provincial Acts, legislations and policies
- Knowledge of Administrative Law as it relates to investigative process and discipline
- Knowledge and understanding of Control Tactics as outlined in the Alberta Association of Chiefs of Police use of force
