**Overview**:
Reporting to the Manager Urban Forest Renewal or the Manager Forest & Natural Area Management; this position supervises Forest Health Care programs, Urban Forestry contracted tree planting programs, Tree Nursery and Natural Resource Management, and Forest Management programs.

**Major Responsibilities**:
The primary functions associated with this position include but are not limited to the following:
- Supervises the day-to-day operation of all assigned staff that have responsibility for forest health care, oversees the operations of the Tree Nursery, Natural Resource Management and Forest Management programs, tree planting contracts: including the scheduling, assigning, and reviewing of work. Authorizes and coordinates vacation and overtime requests.
- Monitors and evaluates programs and staff performance, mentors, and provides support to staff, approves salary increments, hears grievances, processes accommodation requirements, participates in investigations and recommends disciplinary action when necessary. Supports the divisional and corporate Labour Relations units in the grievance process, mediation, arbitration, and terminations.
- Facilitates contract development and management for various services and products associated with the portfolio.
- Prepares Requests for Quotation, Requests for Proposal, Departmental Purchase Orders for goods and services, evaluates management solutions, evaluates tender documents, and makes recommendations for selection and council approval.
- Responsible for on-going strategic planning and development of city-wide service direction, functional standards, policies, and procedures, in consultation with other divisions, government agencies and community stakeholders.
- Supervises record keeping practices within the section to ensure accountability to division targets and to evaluate and report on the success of program specific practices.
- Studies, develops, and implements initiatives and recommends best management practices for the portfolio to ensure compliance with Council, corporate and Divisional directives. Assesses current practices and makes recommendations to improve operational efficiencies.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality, fiscal accountability and organizational performance, continuous learning and encourages innovation in others.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations, and that variances are identified as required for periodic reports.
- Participates in the design, implementation, and utilization of performance measures for the Branch.
- Supervises the administration of contracts and accounts associated with the assigned portfolio, which may include capital accounts, operating accounts, budgets associated with funds from other City Divisions (i.e., Transportation, Urban Design), funds resulting from grants and/or special projects.
- Communicates with staff across the Division to ensure consistency in delivery of service.
- Provides project management support and leadership for projects with external agencies (e.g., TRCA, CFIA) or other city divisions, in co-operation with other groups within the Urban Forestry Section.
- Represents the Unit, Section and/or Division at meetings, inter-agency, and inter-divisional meetings and on committees and working groups.
- Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place to develop a strong culture of Health and Safety and minimize any Health and Safety issues.
- Develops briefing notes and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Manager, Director, General Manager, various standing committees.
- Recruits, creates interviews, written and practical assessments, revises postings, creates evaluation criteria; conducts testing, marking and interviews for permanent, temporary full time and part time job competitions.
- Ensures the maintenance of fleet and small equipment inventories and coordinates fleet replacement program for Unit within the branch.
- Performs other related duties assigned.
