Burnaby, Canada British Columbia Institute of Technology (BCIT) Full time

BCIT’s **Human Resources Department** is currently seeking a **regular, full-time (1.0 **FTE**) Disability Management Specialist. **This position provides specialized expertise in the development and delivery of disability management programs and services for the Institute community. Involves recovery, return-to-work, case management, attendance awareness and wellness, with emphasis on stay at work/early return to work programs. Develops and recommends policies and procedures that facilitate the effective program results, including reduction of related costs. Liaises with management, employees, and a wide range of internal and external stakeholders in the delivery of programs and services.

**Duties & Responsibilities**

**KEY** **ACCOUNTABILITIES**:

- Applies specialized expertise in the development and delivery of disability management programs and services, and all related practices and standards. Ensures alignment to established program objectives.
- Collaborates with other HR resources to ensure disability management programs and related activities are in compliance with collective agreements and benefit contract terms. Provides specialized expertise to other HR functions in support of their program activities, including guidance and input into the development of wellness programs and events.
- Performs case management for optimal recovery and return-to-work of ill/injured employees, involving development, negotiation and implementation of vocational rehabilitation, return to work plans and duty to accommodate agreements. Monitors plan effectiveness, initiating adjustments as required.
- Conducts rehabilitation assessments of disabled employees and evaluates potential for return to work. Involves interviews and consultation with employees, supervisors, managers, occupational health and safety function, union representatives, medical professionals, benefit carriers, WSBC, ICBC, and other stakeholders.
- Develops and recommends policies aimed at facilitating employees’ timely return to work and reduction of related costs. Develops and leads disability management initiatives. Develops reports and presentations to keep Director informed of program achievements, status of initiatives, and emerging issues.
- Provides consultation to employees regarding disability management services, the dispute resolution process, and the responsibilities in the workplace accommodation process. Advises supervisors and managers of program provisions, and collaborates on identification of systemic barriers and return to work issues.
- Participates in Joint Union/Management rehabilitation committees and also provides information in accordance with Committee guidelines. Oversees Joint Early Intervention Program (JEIP).
- Develops training programs and materials to foster management and employee understanding of return to work planning, workplace accommodation, employee attendance, and other disability management programs. Engages support of external services providers as needed.
- Conducts research, studies, and surveys, analyses results, assesses the Institute’s needs, and prepares reports and recommendations.
- Oversees disability management program administration, ensuring processes are optimized to streamline case management and record keeping.
- Leads the coordination of third party providers and medical evaluations/assessments to support accommodation and recovery plans.
- Supervises reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with the Associate Director on performance-related matters.

**Qualifications**

**QUALIFICATIONS** & **REQUIREMENTS**
- University degree with an emphasis in the health care field.
- Certified Disability Management Professional (CDMP), Canadian Certified Rehabilitation Counsellor (CCRC), Accredited Rehabilitation Professional (ARP accreditation preferred).
- Minimum 5 years’ experience as a rehabilitation specialist and case manager within a unionized environment, dealing with cases of both a physical and psychological nature.
- Solid knowledge of the concepts, theories, practices and techniques of disability. management, including rehabilitation, case management, attendance awareness, stay at work/early return to work programs, and work capacity evaluation.
- Solid understanding of collective agreements, benefits policies, workplace legislation, disability guidelines and Human Rights legislation as they relate to disability management
- Advanced interpersonal, communication, mediation and negotiation skills with ability to handle difficult conversations, emotional situations, conflict, and resistance with tact, diplomacy and professionalism.
- Well-developed organizational and decision making skills.
- Solid knowledge of medical/treatment terminology related to disability and vocational rehabilitation.
