Reporting to the Program Manager, Policy and Planning, the Planning and Policy Analyst will use a big picture, systems thinking approach to ensure that the policies and initiatives of the Section are aligned, effective, and deliver the desired social outcomes outlined by City Council and senior leadership. In this role, the incumbent will require nuanced research and analysis to work with a variety of internal and external partners in developing and implementing policies, plans, and strategies to address ongoing homelessness and affordable housing supply challenges.

- Develop and implement project plans that include: public and internal engagement planning and facilitation, research, and policy/initiative development, implementation, and evaluation plans
- Establish and maintain positive work relationships with internal partners, other orders of government and community stakeholders including the homeless serving sector, EPS, Peace Officers, Fire and Rescue
- Engage and support public/stakeholders to participate and engage in housing and homelessness projects that require departmental coordination and integration
- Identify affordable housing and homelessness community issues and trends and share information on related statistics, demographics, and other data
- Prepare research reports and recommendations that are accessible, well-cited, and help to achieve the City’s affordable housing and homelessness goals
- Prepare Council Reports responding to motions and inquiries regarding affordable housing and homelessness policy and systems
- Support the research and policy analysis needs of the Affordable Housing and Homelessness section
- Lead and participate in continuous improvement planning related to the development or redesign of services, programs, and projects
- Establish criteria for program evaluation and assist in the development and implementation of program monitoring, performance evaluation & evaluation tools
- Evaluate housing and homelessness initiatives and programs and make recommendations and decision regarding the effectiveness of programs
- Prepare Council reports, briefing notes, memorandums, presentations, evaluation summaries, and other relevant documents required to both internal and external parties
- Participate in and/or lead the development of new policies, strategies, and plans to support the work of the section and corporation

**Qualifications**:

- A Bachelor’s Degree in Social Sciences, Human Ecology, Social Work, Recreation Administration, Planning, Public Administration or other related human services program. A Master’s Degree would be considered an asset
- A minimum of five (5) years of progressively responsible experience in related work such as strategic planning, reseach and analysis, writing, etc
- An equivalent combination of training and experience is an asset
- Demonstrated experience working in affordable housing development and/or working with the homeless serving sector, including the development of housing and homelessness programs and strategies, is considered an asset
- Experience navigating levels of government, large corporations, and community organizations
- Demonstrated experience leading complex projects, and the ability to write reports and provide recommendations
- Project Management training and/or certification would be considered an asset
- Demonstrated experience, training, and skills in program/policy evaluation in social research, development, and evaluation of projects
- Demonstrated understanding and knowledge of the political process involved in gaining support and approval of recommendations and initiatives
- Ability to work diplomatically and persuasively with community groups, agencies, and organizations, and to work collaboratively with supervisors, teammates, and external partners
- Excellent facilitation, research, and written and verbal communication skills
- Excellent presentation, organizational, time management and prioritization skills
- Strong relationship skills including the ability to manage expectations and outcomes, especially with senior leaders and external partners
- Demonstrated ability to adapt quickly and contribute to a high performing team through integration, collaboration, and individual leadership
