**Main Purpose and Function**

The Parking Policy Analyst is responsible for implementing changes to the Parking By-Law, working towards objectives described in Transportation 2040 and the Climate Emergency Action Plan (CEAP). The position advances and implements work relating to the expanded elimination of minimum parking requirements, explores the development of parking maximums, enhances the Transportation Demand Management (TDM) policy, and helps enable potential new systems such as unbundled and district parking. This position will also lead stakeholder and public engagement related to policy changes.

This position reports to the Senior Transportation Policy Engineer and works closely with Engineers, Planners, and technical staff within the Transportation division, other Engineering divisions, and various other departments. The position also liaises with advisory committees and stakeholder groups such as the Urban Development Institute.

**Specific Duties and Responsibilities**
- Implements changes and updates to off-street parking policies, primarily through amendments to the Parking By-Law.
- Supports the delivery of Climate Emergency Action Plan (CEAP) objectives related to off-street parking policy.
- Supports parking policy changes responding to Housing Statutes in Transit-Oriented Areas within Provincial Bill 47-2023.
- Ensures coordination and alignment with the parallel advancement of on-street parking policy.
- Conducts research and analysis of various topics related to vehicle parking, accessible parking, Transportation Demand Management for new developments, goods and passenger loading, and bicycle parking.
- Performs project assignments on off-street parking policy and planning by conducting research studies, preparing and supervising surveys, analyzing survey results, formulating recommendations, and preparing reports.
- Provides cross-departmental support for multiple City departments for updates to transportation and parking policies within strategic planning documents.
- Conducts engagement with the public, stakeholder groups, and advisory committees, including preparation of graphics and presentations, public speaking, and maintaining relationships.
- Manages contracts and relationships with third party consultants.
- Works closely across departments within the City of Vancouver to deliver policy changes, understand multi-disciplinary impacts, and support Climate Emergency Action Plan initiatives.

**Qualifications**
Education and Experience:

- Completion of a university degree in a related discipline, preferably at the post-graduate level, and considerable related experience in local government or an equivalent combination of training and experience.
- Experience in developing policy, leading research studies, and managing change.
- Experience in sustainable transportation policies and initiatives, land use best practices, behavioural change, and transportation demand management.

Knowledge, Skills and Abilities:

- Considerable knowledge of parking and sustainable transportation policy in Vancouver and global best practices.
- Good knowledge of municipal regulatory issues governing parking and transportation issues affecting public services.
- Considerable knowledge of research techniques and analysis used in developing policies and regulations.
- Knowledge of issues related to transportation equity, and the ability to develop plans that advance the City’s equity goals while supporting other City priorities.
- Knowledge of Project Management methodologies, tools, and practices
- Exceptional interpersonal and communication skills.
- Excellent report writing skills.
- Ability to conduct research, analyse and solve problems, summarize results, and make decisions or recommendations based upon those outcomes.
- Ability to present effectively through formal and informal meetings across all levels of the organization, along with the public and external stakeholders.
- Ability to exercise sound judgement, diplomacy and tact.
