The Treasury Board Secretariat, Central Agencies I&IT Cluster, is seeking Business Transformation Consultants to provide project leadership and coordination for the research, design, development, implementation and delivery of policies, programs, processes, procedures and products to support people change, promote transformation and drive culture change. An integral component of this job is to strengthen the maturity of the organizational change management (OCM) practice in alignment with the overall strategic direction of the Information and Information Technology (I&IT) community and related business areas across the Ontario Public Service.

Note: These positions are located at 222 Jarvis Street, Toronto and/or 33 King Street West, Oshawa; however, alternate work arrangements including flexible hours, hybrid remote work, and a compressed work week may be available.

**What can I expect to do in this role?**: In this role, you will:

- Support and champion ongoing large-scale business transformation initiatives
- Lead the design and delivery of multi-year projects through organizational change management
- Develop, build and coordinate linkages, networks and strategic and operational relationships between the organization and partners, stakeholders and service providers
- Provide project/program leadership and management for the development and implementation of programs/policies and related procedures, processes, systems and tools
- Guide people change management of large
- to small-scale I&IT portfolios, programs and projects through implementation of programs and strategies with Project and Portfolio Management methods and/or other processes (e.g. industry standard change management frameworks, methodologies and tools)

**How do I qualify?**:
**Change Management Skills**:

- You have knowledge of change management theories, methodologies, best practices, tools and techniques, and organizational change management skills to lead, implement and support strategies for business transformation.
- You have knowledge of project management methodologies to manage the change management components.
- You have experience reviewing, developing, recommending and establishing implementation planning for all project phases.
- You have the ability to act as a change agent/champion for large-scale multi-year initiatives by researching data and conducting change management readiness assessments and impact analysis.
- You have the ability to facilitate the implementation of a program for portfolio, program and project practitioners and change practitioners across the OPS to foster learning and development through coaching and mentoring.
- You have experience reporting change success for large-scale multi-year initiatives by measuring project effectiveness and adoption.

**Interpersonal, Influencing and Communications Skills**:

- You have consultation and mediation skills to consult with senior management and managers across the OPS on various types of I&IT portfolios, programs and projects; gain support for program initiatives; and to provide guidance/advice in relation to business transformation, people change management and communication.
- You have interpersonal and relationship management skills to establish working relationships, lead consultations, and provide guidance and strategic advice to promote project initiatives.
- You have presentation and persuasion skills to explain and promote initiatives to various stakeholders.
- You have written communication skills to prepare proposals, reports, policy/position papers, presentations, learning programs/materials, briefing notes and recommendations to senior management.
