**Job Description**:

Reporting to the Director, Capital Planning, Real Estate and Leasing, the Program Director, Long Term and Strategic Capital Planning provides leadership and expertise in the planning and design of multiple, concurrent small and large-scale projects ensuring that the scope of work for each addresses the clinical or operational service need including development of the budget, schedule, and quality requirements. The Director is accountable for development and management of planning project budgets, timelines, developing the scope and managing planning consultant contracts and oversight of expenditures within the budget related to the planning scope of work.

The program operates in a dynamic and complex multi-site environment, which is in constant change with the implementation of major strategic initiatives. The Director leads a team that is responsible for providing capital project planning deliverables in support of project approvals and implementation including coordinating clinical service planning, functional programming, equipment planning, fit testing, site assessments, feasibility studies, site master planning, and developing concept plans and business plans.

The Director is responsible for coordinating with leadership, the Project Management Office in meeting the overall project delivery requirements for projects in the planning phase and in supporting project delivery in the design and implementation phases. The Director is accountable for management of the planning deliverables.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training and experience equivalent to a Master's degree in Architecture, Engineering, Urban Planning, Interior Design, Health Care Management or a related discipline including training in project management. A professional designation, plus seven (7) years recent, related experience in progressively more complex leadership roles in a large multi-site organization managing the planning and design of facilities projects.

**Skills And Abilities**:

- Demonstrated understanding of the political dynamics of working in a public sector organization and is respectful of the public process.
- Excellent communication and negotiation skills to inter-relate effectively with internal and external clients, authorities and members of interdisciplinary teams.
- Demonstrated knowledge of building planning, design, estimating and working with the authorities having jurisdiction.
- Demonstrated understanding of clinical planning, equipment planning and functional programming deliverables.
- Possesses sound judgment and creativity in approach to problem solving and customer orientation.
- Possesses strong knowledge in applicable regulations and legislation. Strong computer skills with knowledge of Word, Excel, Microsoft Project, Visio, PowerPoint etc.
