**A) JOB SUMMARY**
The Facilities Services Department exists to ensure the orderly planning, development, maintenance and operation of the College’s buildings, facilities, infrastructure, and campus lands. This department is responsible for planning and providing an appropriate and effective learning and working environment at Camosun College.

Campus Planning & Capital Projects is one of eight functional units within the Facilities Services Department. The department’s units work collaboratively as a team to ensure an integrated, high standard of customer service and project delivery. Reporting to the Director, Campus Planning & Capital Projects, the Capital Projects Manager provides professional advice and direction in the management of capital projects, architectural and engineering services, construction, renovations, buildings/ grounds rehabilitation, and emergency repair projects.

In addition, the Capital Projects Manager is responsible for providing strategic and technical guidance to staff and project teams to ensure the appropriate development and rehabilitation of College campus infrastructure. Under the direction of the Campus Planning & Capital Projects Director, the Capital Projects Manager plans, coordinates, designs, and manages project construction, prepares and manages budgets, schedules and programs for the College’s capital projects and related services. As well, the Capital Projects Manager will assist with the implementation and completion of major capital and special projects, including long range facilities/campus planning

**B) REPORTING RELATIONSHIPS**
The Capital Projects Manager is one of three, reporting to the Director, Campus Planning & Capital Projects., The Capital Projects Managers supervise two full-time regular support staff: a Project Coordinator and a CADD Technician. They may also supervise temporary staff as required.

**C) ESSENTIAL JOB FUNCTIONS**
Under the general direction of the Director, this position, in partnership with the other Capital Projects Managers, is responsible for the successful delivery of capital project management services for the College, In addition, they are responsible for representing the institution when engaging with external stakeholders and providing guidance, coaching, and mentorship to direct reports.

The Capital Projects Managers are operationally responsible for the design, specification, tender, award and management of all renovation and renewal projects for the College and support the planning and coordination of new capital builds. These positions are required to exercise sound judgement when engaging internal and external stakeholders, striving to keep projects on time and on budget. While functioning autonomously in day-to-day activities, The Capital Projects Manager carefully recognizes when engagement with leadership is required and applies expert systems thinking to facilitate decision making. The Capital Projects Manager works within a complex, multi-union organization that continues to operate while work is being completed and requires careful and thorough communication to coordinate internal and external stakeholders and related activities.

The Capital Projects Manager assists in project prioritization, and is responsible for developing scopes of work, reviewing fee proposals, coordinating and managing activities of consultants, contractors, and vendors, while liaising with college staff.

The Capital Projects Manager collaborates with Facilities Operations (maintenance, grounds, & custodial) staff in project design & specification to meet standards, operational practices, ensure consistency, and ensure operational readiness and a smooth transition when spaces and/or buildings are re-assumed when a project is complete.

Planning/Special Projects:

- Actively participates in short, medium and long term planning of projects and development of multi-year capital implementation plans. Undertakes studies and commissions reports in support of future planning projects
- Participates in a consultative process with facility users, consultants, and appropriate administrators during the planning phase of projects
- Manages and maintains the facility condition and facility inventory databases for the college

Renovations:

- Recommends approval for renovation expenditures and monitors progress within an allotted budget.
- Consults with schools and departments requesting renovations to determine the most cost effective option that meets operational requirements while ensuring compliance with facilities’ standards and all applicable codes, in addition to aligning with College strategic plans and priorities.
- In consultation with the Purchasing Department develops tenders, reviews bids, evaluates and selects bids based on predetermined criteria.
