Reporting to the Director, Privacy and Health Information Management**, the Manager, Privacy and Records **supports the Director in organizational compliance with relevant privacy, information access, and records management legislation including the Freedom of Information and Protection of Privacy Act (FIPPA), the Personal Health Information Protection Act (PHIPA) and the Archives and Record Keeping Act (ARA), including reporting requirements. The Manager, Privacy and Records supports the Director in the roll out of a provincial privacy program.
- Through leadership of the HIM (Health Information Management) Team, the privacy portfolio is accountable for ensuring accuracy of and safeguarding personal health information on a daily basis in our HCSS operations, utilizing best practice tools. The Manager, Privacy and Records oversees releases of information to various sources through established processes, and is accountable to support appropriate corporate recordkeeping policies and procedures.**What do we offer?**

- Support the Privacy program across the assigned HCCSSs such that each HCCSS is compliant with the Personal Health Information Protection Act (PHIPA), FIPPA and ARA
- Supports development of provincial education, policies and procedures
- Ensure appropriate privacy auditing practices and investigations including breach investigations and management
- Performing PIAs (Privacy Impact Assessments)
- Manage the local implementation of the provincial Privacy program guided by the NYMITY framework
- Collaborates closely with local Risk, HR and Patient Services as a senior privacy resource to support organizational compliance with FIPPA and PHIPA obligations, manage breaches, advise on disciplinary matters, and manage legal holds
- Support the review of Agreements including DSAs (Data Sharing Agreements) and ESP (Electronic Service Provider)
- Prepare and submit local reports to the IPC (Information Privacy Commissioner) as required
- Oversee the administration of patient consent directions
- Support the Chief Privacy Officer by proactively monitoring legislation, regulatory and best practice developments and trends
- Manage the local implementation of a provincial records management program and manage the process for compliance with the Archives and Record Keeping Act (ARA).
- Implement procedures for records retention, storage, disposal and to having a consistent, secure, compliant and ensure transition of paper records to electronic records wherever possible.
- Support development of provincial records management training
- Support the Freedom of Information (FOI) request process
- Manage the handling of FOI requests and maintain compliance with FIPPA by managing and monitoring timelines for the release of information, preparing briefings and reports to the Ministry, Includes working with the business units in their responses to FOI requests.
- Manage and oversee the day to day operations of Privacy specialists and HIM Teams

**What do you need?**
- University Degree in Information Management or related field
- Five to seven years related experience with a minimum of two years in a management role
- Formal training and recognized certification in privacy (CIPP, CIPT, or equivalent) or working towards completion
- Up to date registration with certification body (eg IAPP)
- Demonstrated experience in the design and delivery of a piece of an operational privacy program
- Demonstrated experience providing privacy guidance and conducting privacy impact assessments (PIAs).
- Knowledge of information systems and records management with both electronic and non-electronic (manual) records management systems.
- Knowledge of information and data flows throughout the organization (collected, used, disclosed, retained and protected).
