The Follow-up Program (“FUP”) as defined under the Canadian Environment Assessment Act and Canadian Impact Assessment Act, are programs aimed at verifying the accuracy of the environment assessment of a designation project and for evaluating the effectiveness of mitigation measures.

The Manager is responsible for Roberts Bank Terminal 2 (RBT2) Follow-up Program development, planning and implementation in accordance with conditions, including 26 FUP sub-elements. Key activities include full program planning and pre-construction baseline monitoring, program oversight, program implementation, environmental monitoring management and reporting. Responsibilities also include internal team management, contractor procurement and contract management, and external engagement and representation of the RBT2 Follow-up Program with agencies, Indigenous groups, advisory committees.

The _Manager, Follow-up Program_ will:

- Lead the establishment of large monitoring FUP to confirm effects predictions and mitigation effectiveness, including oversight frameworks incorporating Indigenous group and regulatory agency input and guidance.
- Negotiate with agencies, engage with stakeholders and consult with Indigenous groups on thresholds, monitoring parameters and compliance reporting.
- Lead and effectively manage a composite team within a matrix structure of functional and project employees.
- Ensures field programs are planned and implemented with all necessary health and safety requirements in place, with support from VFPA H&S department.
- Manages the functional environmental schedule for integration into overall project schedule and working documents, ensuring sequencing of workstream activities are aligned to achieve project objectives
- Develops FUP project schedule for integration into functional environmental schedule and overall program schedule and working documents.
- Develops a resource and management plan for RBT2 construction and operations phase monitoring.
- Develops and updates FUP specific, project charter(s) and project management plan(s), in a manner consistent with corporate polices/directives and to support the achievement of RBT2 program objectives.
- In collaboration with Project Controls, tracks and reports on progress relative to approved baselines (e.g., scope, schedule, budget). Identifies, mitigates, monitors, addresses and as required, escalates FUP risks and issues. Ensures lessons learned process and post project life-cycle phase reviews are performed and communicated.

Accountabilities specific to Leadership and Management
- Participates in the development of departmental plans and is responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities.
- Participates as a member of various management and inter-departmental teams in the planning, implementation and management of business initiatives.
- Plans, implements and reviews departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders.
