**Bilingual Director of Investigations and Professional Conduct**

**Investigations and Professional Conduct Department**
- Permanent position; Category 3 - Hiring Range $169,733- $196,767_

Language proficiency testing will be administered as part of the recruitment process for this position.

**Responsibilities include**:

- Oversee the development of policies and procedures for effective Department operations relating to the professional conduct complaints process, from the Intake stage to the prosecutions stage.
- Determine Department priorities based on the identified objectives of the Department in alignment with the College’s strategic priorities.
- Establish an implementation plan for achieving objectives within specified periods based upon data with identified metrics for tracking and reporting progress.
- Ensure a current methodology to measure and communicate on Department key performance indicators.
- Plan for, manage, and oversee the Department & related Committee budgets.
- Oversee the work of the various areas within the Department ensuring professionalism, accuracy, timely completion and an equitable distribution of work.
- Provide coaching and mentorship to middle managers.
- Provide supervision of and approval for reports and correspondence, and other documentation associated with the functions of the department.
- Establish and maintain efficient and effective Department policies and procedures, ensure training and orientation of new managers and staff, communicate performance standards and ensure regular performance evaluation of managers and staff.
- Prepare regular management reports and data for the Registrar.
- Inform and involve the Registrar in decision-making associated with the functions of the department and specifically related to the complaints process that impact the integrity of the organization; this may include employer reporting, breaches of orders and/or communication/media requests and publication.
- Prepare reports for strategic changes that utilize data, assess risk, and offer recommendations for change for the department and the larger organization as appropriate.
- Interpret, communicate, and implement Council, administration, policy, finance, and human resources policies to Departmental managers and staff.
- Work collaboratively in support of the whole organization as a member of the senior leadership team.
- Forecast for long-term service requirements in light of case volumes, legislation, regulations and by-law changes.
- Act as a resource to the Registrar, the governing Council, the membership, the public and officials from other jurisdictions relating to Intake, Complaint, Investigation and Professional Conduct policy.
- Advise and include the Registrar on the handling of specific cases or general policy issues relating to Department activities.

**Qualifications**:

- University degree in Business, Law, Education or related discipline
- Masters Degree in Policy or Education is an asset
- An accomplished leader with a record of success as a strategic thinker as well as the ability to work collaboratively in a team setting, you will be a member of the senior leadership team of one of Canada’s largest regulatory bodies.
- You are an excellent communicator and problem solver with consensus-building skills and a strong commitment to regulation and public accountability.
- Your background enables you to support Council committees. You effectively lead a team of accomplished managers/administrators who report directly to you.
- You bring to this position a broad knowledge of the teaching profession, teacher professionalism and the teaching environment with experience in the public education sector.
- You bring expertise with providing leadership in Equity, Diversity, and Inclusion (EDI) with specialized knowledge in marginalization and access to services, justice, and entitlements as it pertains to public institutions.
- Your understanding of the conduct, capacity and standards of practice for regulated professionals is a key factor for success in this role. You possess a solid understanding of ethical and competence standards for professionals, and ideally for members of the teaching profession.
- Excellent English and French writing and oral language proficiency is a requirement for this position.
- Legal training and an understanding of professional regulation are considered an asset for this position.
- Membership or eligibility for membership in the Ontario College of Teachers is an asset for this position.
- Experience with project management, planning and promoting process improvement is an asset
