We are hiring a full-time, temporary** Associate, Procurement **position working out of the Rossdale Water Treatment Plant in Edmonton, AB (for up to 18 months).

We have an excellent opportunity for an organized, client-focused Procurement Associate to join the Water & Drainage Procurement team.

As the Procurement Associate, you are accountable for the day to day Procurement functions, including providing purchasing and sourcing expertise for the Water Business Unit. In addition, you will meet operational needs while reducing risk, providing favorable pricing, delivery, and terms and conditions for goods and services. This includes achieving compliance with company policies, trade agreements, and procurement best practices.

The position will include a focus on engineering requirements which then transition into construction requirements through various procurement methodologies. While design-bid
- build methods are mainly utilized an increase in using other methodologies such as design
- build, progressive design build, construction management at risk and integrated project delivery are increasingly being used.

What you’d be responsible for
- Providing input to the strategic sourcing plans and direction, and ensuring on-going appropriate relationships with other positions.
- Assisting in preparing and executing the competitive bidding process culminating in the award and execution, and assisting in contract administration in accordance with Procurement Policy, EPCOR Policies, best practices, and external regulatory requirements (i.e. Trade Agreements: NWPTA, CFTA and CETA).
- Supporting multiple strategic sourcing and procurement categories (i.e. chemical supply, construction, engineering, etc.)
- Maintaining the health and contract readiness of business unit Master Service and Blanket agreement availability through tracking and execution of contract amendments and/ or negotiations.
- Establishing and maintaining supplier relationships and contracts including
- Preparing for and participating in contract review sessions between internal stakeholders and suppliers;
- Assessing competition and market opportunities/ threats;
- Assisting in developing tactics and recommendations to optimize overall cost, delivery and quality for assigned procurement portfolio, including ad hoc projects.
- Advising and making recommendations to stakeholders with respect to potential procurement risks and support stakeholders on the purchase to pay (P2P) processes.
- Participating in negotiating agreements and ensuring supplier performance
- Processing procurement transactions and completing Procurement related forms ensuring supplier performance.
- Creating, utilizing, and improving tools and assisting in the efficient execution of business unit objectives.
- Providing timely and responsive customer service to stakeholders; resolving issues and advancing complex concerns when necessary.
- Ensuring orders placed with suppliers arrive as promised and expedite/ escalate.
- Ensuring the delivery of optimal results against appropriate Supply Chain performance metrics.

What’s required to be successful
- Post-secondary Diploma (2 year) in Supply Chain Management or a business related field is required (equivalent experience may be considered).
- A Degree in Business, Engineering, Supply Chain, or similar field from a recognized educational institute _is an asset._
- A purchasing designation (e.g. SCMP) or working toward a designation _is an asset._
- 1+ years of experience in category based buying and negotiating contracts or directly related experience within the field.
- Experience and knowledge in assisting with negotiating commercial terms and conditions, and competitive bidding laws.
- Understanding of entire procurement process starting with the identification of need through to contract execution and supplier relationship management.
- Demonstrated proficiency with MS Office (Word, Excel, Outlook, SharePoint, etc).
- Demonstrated proficiency with Oracle or similar Enterprise Resource Planning (ERP) software.
- Ability to apply:

- Competitive bidding law to develop and administer effective competitive bids;
- Contract law and terms and conditions required to develop agreements; and
- Risk management tools and skills.
- Ability to effectively assist in negotiating with suppliers and third parties to create value for the business
- Ability to communicate and contribute in a team/ project environment.
- Strong analytical thinking and problem solving skills.
- Strong written and verbal communication skills.
