A division of the Population Health and Value Based Health Systems portfolio, the Clinical Transformation (CT) Team advances integrated care options for patients and their caregivers through the implementation and operation of virtual care programs, resources and supports. The Manager Provincial Emergency Services (ES) will lead a team that designs, implements, and supports emergency services virtual care programs (Telestroke, Virtual Critical Care, Emergency Peer to Peer programs), enabled by provincially procured video technology platform. Working with OH internal teams, Ontario Health Teams (OHT), health care organizations and providers, the Manager, Provincial ES will need to navigate the changing healthcare landscape to develop relationships with internal and external stakeholders and partners to provide leadership and support, to facilitate the integration of provincial virtual care solutions into the healthcare system.

This role will work in collaboration with OH teams and the PHVHS portfolio, to support OH strategic direction and manage new/ emerging initiatives. The Manager will provide strong leadership and is accountable for leading an interprofessional team to ensure effective care model design, program implementation and operation that align with clinical best practice standards, drives quality improvement, and expands access to new care options for patients and their caregivers.

Here is what you will be doing:

- Leads all aspects of the Provincial ES program operations (scheduling, contracts, budget, new program implementations, resource, training and documentation materials, data and reporting, quality improvement)
- Designs and leads the required governance model(s) to support Provincial ES Programs.
- Builds relationships and partnerships with key partners within Ontario Health, the regions, Ministry of Health, and health care organizations and providers (e.g., Ontario Health Teams, CritiCall, ENITs, specialist physicians) in the strategy and operations of Provincial ES Programs
- Works closely with participating organizations, regional partners, Telestroke and other ES program Clinical Leads in the co-design and implementation new clinical pathways and programs aligned with clinical standards, processes, and evidence-based practices within ES virtual care models.
- Develops and implements communication strategy with OH, MOH and external partners related to program operations.
- Partners with OH portfolios (e.g., Digital Excellence in Health and Clinical Institutes and Quality Programs) to maintain 24/7 program access for ES host and consulting sites, support software upgrades, test user impacts and manage downtime notifications to impacted healthcare providers and organizations.
- Acts as a SME to supports strategic projects within PHVBC portfolio, OH senior leadership team, specialty stakeholders and peers in relation to urgent and/or emergent health services virtual care delivery, and integration and alignment with OH Annual Business Plan
- Actively participate in provincial and/or regional committees related to ES program delivery
- Develops, implements, and reports on the annual work plan, ensuring timelines and deliverables are achieved
- Manages the Provincial ES Program team operations and leads the ongoing staff development to include coaching and mentoring, performance planning, evaluation and management, career development, hiring/recruitment

Here is what you will need to be successful:
Education and Experience
- Master’s degree in Business or Health Administration or other related degree, or equivalent experience
- Current registration and member in good standing with professional regulated health care college in Ontario
- 5+ years of relevant management/leadership experience in health care sector
- Past work experience in health care setting in critical/emergency care
- Experience in health system planning and project implementation
- Experience in data analysis, reporting and project evaluation
- Experience in LEAN methodology for healthcare an asset

Knowledge and Skills
- Strong understanding of Ontario’s health care system and the overarching provincial health care strategy (including Digital First for Health Strategy), healthcare environment, including health care providers and support team, their roles, their interactions, and challenges.
- Strong coaching and team management skills
- Excellent problem-solving skills, organizational, decision making and analytical skills and can attend to numerous details at once in a fast-paced environment.
