A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals and diagnostics. Additional programs that also support patient care and information, include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital statistics event records (e.g. birth, marriage, death, etc.), registration of legal name changes, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

**About the Role**:
This position is responsible to research a wide range of program policy, legislative, and management issues and develop options to brief senior leaders in response to new and emerging issues (i.e. modernization of the provincial health card, modernization of vital statistics requests, etc.). Based on research and analysis the position will monitor, develop and implement comprehensive program policies, procedures and guidelines for the branch and legislative initiatives. This will also include the preparation and submission of documents for legislation changes.

The position will anticipate, monitor, and provide research expertise within the continually changing health system in Saskatchewan related to the Registration unit’s portfolio and the Vital Statistics responsibilities. This includes participation on inter-provincial committees, development and management of inter-provincial surveys to support business decisions and/or recommend changes.

**What we are looking for**:
**To qualify for this position, you will have knowledge and/or experience in the following**:
Typically the knowledge required for this position is gained through a graduate degree in social sciences, health administration, public administration or commerce and/or equivalent experience. Legislative experience would be an asset. A combination of education and experience may be considered.

**You will have knowledge of**:

- Knowledge of The Vital Statistics Act and associated Regulations, The Change of Name Act, The Medical Care Insurance Beneficiary and Administration Regulations, The Health Information Protection Act and associated Regulations.
- Knowledge of government decision making and legislative structures, processes, responsibilities, operations.
- Knowledge of relevant health and vital statistics trends and issues.
- Knowledge of operational management and financial management principles and processes.

**You will have the ability to**:

- Verbally and in writing exchange clear and accurate information in both formal and informal settings to a variety of people (e.g. community, clients, colleagues, service providers, ministry, other governments, industry) in a manner appropriate to the audience.
- Verbally and in writing, explain complex legislation, policies, programs, statistics and financial information in a manner appropriate for the audience.
- Articulate the implications of proposed policy/ program/ legislative directions and/or changes.
- Collect and analyze relevant data to make accurate and timely decisions/recommendations on a variety of issues.
- Accurately reference and interpret acts, regulations, policies and guidelines.
- Interact diplomatically to determine or mediate a solution when encountering difficult or confrontational clients or situations.
- Plan and organize multiple, complex tasks and projects taking into consideration conflicting and changing priorities to meet strict and/or changing deadlines.
- Provide recommendations on the development or modification of data systems to meet operational needs.
- Ability to work independently and as a team member while balancing diverse and conflicting workload pressures to meet program needs.
