Summary: Within the context of a patient, client and family centered model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

Reporting to the Evaluation Manager, the Evaluation Specialist supports the development and coordinates the implementation of the evaluation strategy across various clinical and corporate programs. The Evaluation Specialist is responsible for providing input into the development of evaluation plans and framework. Once developed, the Specialist will play a key role in implementing the plans. The Evaluation Specialist participates in, or coordinates, the collection, aggregation, analysis, and presentation of qualitative and quantitative measures. Provides consultation to organizational teams regarding evaluation activities, coordinates multi-site data collection and supports the development of reports on evaluation activities to meet plan requirements and user needs. The Evaluation Specialist works with Indigenous partners to ensure principles of Indigenous Data Governance are adhered to throughout the project lifecycle. The Specialist supports the development and maintenance of an up-to-date data and metric dictionary. Implements surveying tools and administers surveys to patients, family, and staff as required by evaluation plans. The Evaluation Specialist provides consultative support to evaluation projects being undertaken independently by programs as well, supporting adherence to best practices and local policies related to evaluation.

Qualifications / Skills and Education: Education, Training and Experience

A level of education, training and experience equivalent to a Master’s degree in Social Sciences, Health Sciences, or Public Health with specialization in evaluation. Minimum of three (3) years’ recent related experience organizing, coordinating, and managing evaluation projects. Experience in patient and family engagement and/or knowledge of best practices and principles in patient and family engagement is an asset.

Skills and Abilities
- Demonstrated knowledge of evaluation methodology, principles and procedures.
- Demonstrated knowledge of outcome measurement tools.
- Demonstrated knowledge of evaluation processes including Logic Models and Performance Monitoring frameworks.
- Demonstrated ability in coordinating evaluations at an organizational, community and systems level.
- Demonstrated ability to work collaboratively and facilitate multi-partner evaluation initiatives.
- Knowledge of the delivery of care in a public health care system, government processes, and health authority structures and responsibilities.
- Demonstrated knowledge and understanding of the root and past, present and ongoing harms of colonialism experienced by Indigenous Peoples, and the social, historical, jurisdictional, and lived experience of the cultural context.
- Demonstrated in-depth knowledge of the principles of Indigenous cultural safety and humility, and of the United Nations Declaration on the Rights of Indigenous Peoples.
- Demonstrated knowledge of the Truth and Reconciliation Commission of Canada 94 Calls to Action, Missing and Murdered Indigenous Women and Girls, and In Plain Sight.
- Excellent ability to communicate both verbally and in writing.
- Ability to problem-solve and make decisions independently.
- Ability to work with data collection platforms such as Survey Monkey, Qualtrics, or other similar software.
- Ability to interact effectively with internal and external partners.
- Strong interpersonal skills, including facilitation and negotiation skills.
- Ability to work independently.
- Ability to plan, organize, and manage priorities to meet tight deadlines.

Duties and Responsibilities: 1. In collaboration with the Evaluation Manager, supports the ongoing development of evaluation plans through actively participating in reviews and providing feedback on plans that facilitates successful implementation.

2. Working collaboratively with Program Leadership, staff, patients, and families, coordinates the implementation of evaluation plans that help measure, summarize, and articulate the successes and shortcomings of new and modified services.

3. Provides ongoing consultation on the implementation of both local and provincial evaluation activities to ensure evaluation plans and frameworks are successfully implemented.
