Ensuring projects and policies have a quality
- and equity-lens applied, are inclusive of Indigenous perspectives and incorporate anti-racist and decolonizing principles, the Evaluation Specialist employs research methods for the identification, collection, analysis, and interpretation of outcome measures and carries out reviews of related research, and links evidence to the evaluation process. To build evaluation capacity among the PPH team and other BCCDC service lines, the role guides and supports staff to utilize best practice in evaluating programs across the service line as an expert in population health evaluation.
**What you’ll do**
- Make and present evidence-based recommendations to the BCCDC, BC health authorities, BC Ministries and provincial/territorial partners to develop, coordinate and implement effective Population & Public Health strategies. Complete evaluation reports and give presentations to senior leaders on selected projects/programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes. Represent PPH on internal and external committees as required.
- Design a practical evaluation model that integrates monitoring, self-assessment, planning, and evaluation of program or services (process and outcome measures). Develop specific evaluation criteria, performance measures, and definitions, and generate evidence to conduct quantitative and qualitative analysis and to generate recommendations. Conduct and/or coordinate multiple evaluation projects including: literature review, design and utilization of evaluation methodology and tools; collect, compile, analyze, interpret and reports data. Conduct and advise regarding complex statistical analyses. Assess effectiveness of current PPH programs, strategies and evaluation plans.
- Serve as a consultant to PPH colleagues and works in collaboration with other members of the BCCDC service lines to make evidence-based recommendations regarding potential changes to programs and impacts on services and staff resources.

- Work collaboratively with PPH programs to support the identification and development of meaningful performance and outcome measures. Facilitate the development, implementation, and maintenance of an ongoing evaluation process for PPH programs.
**What you bring**
**Qualifications**:
- A level of education, training, and experience equivalent to Master’s Degree in a health science, social science, or related discipline with coursework in research methodologies, statistical analysis and evaluative research, five (5) years experience in related research/evaluation/decision support in public health, community health programs, acute care, or other health services. Experience with or certification in Credentialed Evaluator (CE) with the Canadian Evaluation Society and/or Project management is considered an asset.
- Demonstrated knowledge of health research methodology, principles and procedures.
- Demonstrated knowledge of performance outcome measurement tools and techniques and program evaluation, e.g., program logic models, impact analysis.
- Ability to use advanced microcomputer software such as database (e.g., Access), or spreadsheets.
- Ability to use quantitative and qualitative data analysis software.
- Ability to utilize initiative, vision, independent thinking and creative problem-solving skills to implement project plans and realize project completion.
- Effective facilitation and persuasion skills to achieve consensus, resolve conflict and achieve desired outcomes.
- Comprehensive knowledge of project management principles and methodologies.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
