The Waterloo Regional Police Service (WRPS) and Region of Waterloo (ROW), are embarking on a partnership to implement a shared Human Experience Management (HXM) solution. As the Organizations endeavor to enhance employee efficiency and deliver the best service possible to their communities, this new HXM solution will provide enhanced strategic value by introducing modern business practices, replacing outdated systems, enable policy change and enabling a world-class user experience.

The Organizations have partnered with PricewaterhouseCoopers (PwC) for implementation and the contracted solution is the SAP SuccessFactors HXM Suite (cloud-based).

**The Opportunity**:
**The HXM solution will provide the following functionality**: Human Resource Information Management, Recruitment Management, Human Resources Compliance and Labour Relations, Payroll & Finance, Talent Management, Organizational Wellness, Advanced Reports & Analytics, and Workforce Management.

Supporting the Region of Waterloo in our change and transformation journey, you will assume a leadership role in the successful implementation of the HXM solution and take part in this exciting opportunity for change, innovation, and modernization.

You will work in partnership with the HXM Project Leads, develop and execute comprehensive change management, communications, and training strategies for the HXM Project, encompassing both technical and cultural aspects of transformation.

You will create clear and compelling change management and communication plans to keep all stakeholders informed and engaged throughout the project lifecycle.

You get to collaborate with project leaders, HR teams, and various departments to identify potential challenges, mitigate risks, and develop change readiness plans.

You will collaborate and coordinate with Corporate Communications, as required, to action communication plans within HR and across the organization.

You will lead resistance management plans and change readiness assessments and provide coaching and support to leaders at all levels during this broad transformation.

You will oversee the completion of change impact assessments as well as effective training plans to ensure adequate training and system adoption for all users.

Using your expertise, you will lead and inspire a team of change management specialists, guiding them to excel in their roles and contribute to the overall success of the HXM Project.

You will engage with employees at all levels to understand concerns and provide necessary support during the transition process.

You will measure and evaluate the effectiveness of change management initiatives, making data-driven adjustments to enhance adoption and mitigate resistance.

You will manage stakeholder communication and relations and engage and facilitate stakeholder focus groups.

Bachelor’s degree in Business Administration, Communication, HR Management, or a related field. Advanced degrees are a plus.

3-5 years of proven experience in change management, organizational development, or a similar role, ideally leading projects of significant scale and complexity.

Strong understanding of HR processes and digital technologies, with a track record of supporting successful digital transformations.

Excellent communication skills, both written and verbal, with the ability to craft impactful messages for diverse audiences.

Demonstrated leadership skills, empowering teams and fostering collaboration across departments.

Analytical mindset with the capability to assess data, identify trends, and make informed decisions.

Change management certification in Prosci (ADKAR), or similar, is required.

An equivalent combination of education, experience, and/or certifications may be considered.

Experience in HR-related communications and familiarity with HR systems (SAP SuccessFactors, Workday, etc.) will be advantageous.

Ability to meet WRPS security clearance requirements as required.
