The Department of Education & Early Childhood Learning is looking for a qualified individual to fill the position of Financial Analyst (FI2) within the Financial Accountability and Reporting Branch of the Early Learning & Child Care Division. The Financial Accountability and Reporting Branch designs, disburses,and ensures accountability for the operating and capital funding for Manitoba's early learning and child care system. Provides financial management oversight for the division, including leadership of budgeting, forecasting and reporting to support informed and effective decision-making. The branch develops and implements accountability mechanisms of evaluation, performance and reporting measures, including for the Canada-Manitoba Early Learning and Child Care Agreements. The Branch supports the division in financial administration and contract management.

Conditions of Employment:

Qualifications:
**Essential**:

- Post-secondary education in the field of Finance, or other formal accounting training.
- Experience performing accounting transactions including accounts payable, reconciliations, creating financial reports and/or maintaining financial records.
- Well developed analytical skills and the ability to identify and solve problems
- Strong verbal communication skills with the ability to communicate information to all levels of the team and organization.
- Excellent written communication skills with the ability to write various documents and reports at a professional level.
- Excellent organizational and time management skills, including the ability to work on several projects simultaneously in order to meet strict deadlines.
- Ability to work independently, using own discretion and demonstrating self-motivation and initiative.
- Strong interpersonal skills, with the ability to collaborate and maintain effective working relationships with various stakeholders such as government, non-government, industry, and resource users.
- Experience working with SAP. Strong proficiency in similar accounting systems will be considered

**Desired**:

- Experience in financial management including expenditures, preparation and monitoring of budgets and cashflows, analysis, problem solving and ad-hoc reporting.

**Duties**:
Reporting to the Financial Manager, the Financial Analyst is responsible for providing ongoing budgetary and financial assistance, critical analysis, and financial advice and support to the division’s executive and program managers. The Financial Analyst assists in providing financial information required for the division, including salaries, operating expenditures, external funding, and revenue estimates. The incumbent also assists in providing financial information for the cash flow monitoring and reporting cycle for the division, as well as for the division’s contribution to the department’s Annual Report. The Financial Analyst position undertakes detailed financial assignments of a financial nature including participating in the development and implementation of financial systems, assisting in preparing financial analyses and cost projections for new divisional initiatives, and special financial projects.
