**The Role**:
Leads and supports implementation of environmental sustainability initiatives and programs to create resilient, low-carbon communities. Coordinates interdepartmental planning and implementation of the corporate and community energy transition, and adaptation to a changing climate. Manages projects in a multi-stakeholder environment, internal and external to the organization.

**Duties/Responsibilities**:
Leads and supports the development of regional policies and technical guidelines for the implementation of transformative changes in land use planning (e.g., 15-minute neighbourhoods).

Prepares for and conducts stakeholder consultation (e.g., public meetings, open houses, workshops) to support policy development and review. Incorporates key findings into ongoing work and future communications with Council and the public. Builds, maintains, and strengthens relationships with area municipal staff, the public, development community, and other stakeholders.

Coordinates the implementation of the Corporate Climate Transition Strategy by overseeing and administrating interdepartmental working groups. Conducts research on best practices, opportunities, and challenges to guide implementation. Facilitates knowledge transfer across Divisions and encourages interdisciplinary approaches to action planning that meet multiple objectives. Leads strategy review and update, when applicable.

Liaises with local researchers and academic partners to support the development of actionable research agendas informed by corporate climate transition priorities. Plans and coordinates large research projects together with partner academic institutions. Provides input to study design, data collection and analysis, and development of recommendations.

Leads the development of a corporate climate transition training program for all staff and provides support for ongoing maintenance and delivery.

Develops proposals to seek provincial, federal, and other funding sources to support corporate and community climate transition objectives. Administers budgets for projects and programs.

Acts as project manager for climate transition projects, including project design, work planning, resourcing, and evaluating projects. Prepares project work plans, policy documents, and background reports, terms of reference, and RFPs for consideration by senior staff. Assists in the evaluation and selection of outside consultants/contractors and acts as a liaison between consultants and regional staff on specific projects, including updates to Council.

Prepares/presents reports for staff, Council and Committees, area municipalities, agencies, senior levels of government, and the public to support knowledge mobilization and dissemination across the corporation and amongst community partners. Responds to information requests from Council, the public, academics, area municipalities, consultants, and other regional staff. Ensures responses are accurate and appropriate.

Consults with and initiates contacts with organizations such as school boards; health, education, recreation, and social service professionals; community agencies; neighbourhood associations; universities and colleges; the public and media; workplaces; unions and labour groups; support groups; and area municipalities for risk and needs assessments, program development, and evaluation.

Consults with colleagues in other municipal, provincial, and federal agencies to discuss projects and grant proposals. Participates in provincial planning bodies, representing the Region.

Performs related duties as assigned.

**Knowledge, Skills, and Abilities**:
Knowledge of planning theory and planning-related legislation, climate change mitigation and adaptation, environmental policy development, research methods, and statistical analysis, acquired through a Master’s Degree with an environmental specialization or related discipline, plus 1 year of directly related experience. A 4-year university degree in Planning or related discipline plus 2 years of related experience is an acceptable equivalent.

Understanding of municipal environmental activities (e.g., water efficiency and protection, waste management, energy efficiency, transportation, land conservation, community development) to recognize, evaluate, and propose
