The Change Manager will play an organizational lead role in expanding and maintaining a change
management framework across the library and will support the Toronto Public Library’s (TPL)
system wide initiatives by ensuring that organizational change management practices are
incorporated into all projects.

Reporting to the Manager, Enterprise Project Management Office, the Change Manager will
manage a broad range of responsibilities including providing high-level, strategic consulting and
advice, assessing, analyzing, and developing change strategies and plans, and actively engaging in
the hands-on work of implementation, facilitation and training.

**DUTIES**:
The major responsibilities of the Change Manager includes but is not limited to:
strategies, tools and resources.

Oversee all change management activities for enterprise projects, including but not limited
to the review of key artifacts, setting and tracking of change KPIs, advising project change
managers on best practices, integrating change management into project plans, and
working collaboratively with project managers.

Researching, defining, recommending and prioritizing new opportunities, continuous
improvement, emerging technologies, tools, resources, methodologies and strategies to
maintain and improve change management practices.

Developing data analytics for overall change management performance analysis, including
return on investment measures, and develops recommendations for improvements
defining and measuring success metrics and monitors progress. Evaluating outcomes
against objectives.

Providing strategic advice, guidance, and solutions to senior management, project teams
and individuals for diverse change projects at varying degrees of size and complexity to
ensure successful implementation and benefit realization.

Engaging senior leaders to promote alignment and ensure appropriate sponsorship of
initiatives to achieve successful and sustainable outcomes.

Developing and implementing change management strategies and plans that maximize
leadership alignment and stakeholder/employee engagement, minimize employee and
stakeholder resistance and are informed by appropriate assessments, internal/external
drivers and corporate knowledge (eg. communication, learning, coaching, stakeholder etc).

Collaborating with training staff to promote and embed change management approaches
in the development of training materials and delivery of training.

Developing and delivering tools and training to onboard new staff to TPL’s change
management framework, and to improve the change management skills of existing staff.

Designing and conducting "lessons learned" and other evaluation strategies and
recommending changes to processes and practices to build on learnings.

Engages the City of Toronto’s Change Management Centre, sharing knowledge and
experiences to enhance change management capacity and capability.

Establishing and maintaining strategic links and partnerships with organizational change
management leads in other public sector environments and participates in networks of
benefit to the Centre of Excellence and stakeholders.

**QUALIFICATIONS**:
University degree, post-graduate certificate or diploma in Business Administration,

Strategic Management, Organization Development, or relevant education
Formal change management accreditation
Project management experience will be considered an asset
Extensive change management experience, preferably in public sector and unionized

environments
Extensive knowledge of current change management methodologies, principles, practices,

processes, tools and templates

combined with a solid understanding of how people go through change and the overall
change process

Comprehensive knowledge and understanding of change management, including
complexity, culture, risk, readiness and other assessments, stakeholder identification,
analysis and engagement, change communication planning, and training strategy
development

Experience working at a strategic level, liaising with stakeholders to identify potential
change impacts and ensure change plans are in place

Comfortable with making decisions, problem solving, building consensus, and influencing
with all levels of management

Resourcefulness, ability to multitask, and strong consulting and relationship-building skills
Ability to communicate effectively, excellent written and verbal communication skills,

including negotiation, influencing and presentation skills; Strong ability to facilitate small to
large sized groups discussions

Ability to establish, build and maintain collaborative relationships with various stakeholders
for the purpose of meeting the corporate objectives

**SALARY**:$103,429 - $133,190 per annum (2023 Rate, Wage Grade 7)
