- We have a full-time opportunity available within our Parks Department for a Supervisor, Park Ranger Service. This is supervisory, administrative, regulatory and public engagement work related to ensuring park use adheres to bylaws and regulations for the protection of natural areas and the promotion of public safety. The incumbent supervises, directs and participates in the day-to-day operations of the park rangers team; develops and implements operational plans, policies and procedures to ensure safe and effective park ranger services; oversees and ensures for public compliance with applicable regulations and bylaws and protocols; oversees and ensures for the provision of public education and engagement to support positive relationships with parks visitors, public safety and environmental protection; conducts regular patrols, and investigates and processes complaints and escalated issues concerning bylaw infractions including evidence gathering and building case files through to attending adjudications and other legal processes; ensure compliance with the screening officer policy, coordinates operational response to emergencies and incidents; serves as liaison with municipal departments and external agencies on matters related to the work; drafts and recommends amendments to budgets, fees, bylaws, policies and procedures; prepares reports, records and correspondence related to the work. The work involves considerable public contact and the requirement to exercise considerable independent judgement, action, tact and diplomacy within established policies, regulations and guidelines.
- Considerable knowledge of the regulations, bylaws, laws, policies, procedures and safety protocols related to park use, public safety and environmental conservation as applicable to the work performed.
- Considerable knowledge and understanding of park ranger services, public education and safety, park operations, visitor management strategies, and effective customer service.
- Sound knowledge of District parks and facilities and of hazards found therein.
- Sound knowledge of the legislation, statutes and acts applicable to the work performed.
- Sound knowledge of the natural history and ecology of District parks.
- Sound knowledge of modern office practices, procedures, systems and software used in the work.
- Considerable knowledge of homelessness and protocols pertaining to engaging with vulnerable populations and of the resources available to address encampments and vehicular homelessness.
- Ability to monitor and manage budgets and assist the Section Manager in preparing business cases and other financial reports and forms.
- Ability to supervise, direct and participate in the day-to-day operations of the park rangers team, including the ability to effectively train, coach and support staff supervised.
- Ability to develop and implement operational plans, policies and procedures to ensure safe and effective park ranger services, and to draft and recommend amendments to related budgets and bylaws.
- Ability to deal diplomatically, tactfully and firmly with the public, and to exercise sound judgement and discretion in accordance with established policies, regulations and guidelines.
- Ability to investigate and process complaints and escalated issues concerning bylaw infractions, and to enforce bylaws and regulations with tact, impartiality, firmness and the use of sound judgement.
- Ability to oversee the implementation of emergency response protocols within the park ranger team, and to ensure for the provision of rapid assessment and assistance.
- Ability to establish and maintain effective working relationships with staff, various levels of government, external agencies, organizations, residents, and the general public on matters related to the work.
- Ability to effectively communicate orally and in writing, and to prepare a variety of records, reports and correspondence related to the work.
