The United Counties of Stormont, Dundas and Glengarry (SDG) is located along the St. Lawrence River in the south-eastern corner of Ontario. Reporting directly to the Director of Corporate Services/Clerk, the **Human Resources Manager** is responsible for overseeing the delivery of appropriate and effective human resources (HR) services including recruitment, compensation and benefits, performance management, labour relations, training, and occupational health and safety. This position will also be responsible for developing and updating
HR policies.

The Human Resources Manager will build strong relationships with County senior management as well as the Chief Administrative Officers within the local municipalities of Stormont Dundas and Glengarry to provide guidance and support on HR matters.

**Main duties include but are not limited to**:

- Work collaboratively with senior management and provide advice and support that will help the Corporation achieve its goals and objectives from a HR perspective and to effectively provide consistent HR direction and guidance across the organization.
- Develop and update HR Policies in accordance with applicable legislation including the Employment Standards Act, Labour Relations Act, Ontario Human Rights Code, Occupational Health and SafetyAct, Workplace Safety and Insurance Act, the Municipal Act and other relevant legislation. Similarly, consult and assist local municipalities with the development of HR policies.
- Responsible for the oversight of the recruitment process in accordance with the Counties’ HR policies. Will play an integral role with key recruitments and in some cases the engagement of an external recruiting firm.
- Responsible for overseeing and coordinating the process for pay equity and job evaluation. Will also provide advice on the development and maintenance of job descriptions and position risk assessments.
- Working with the Payroll and Benefits Coordinator, responsible for the renewal of the benefits plan for the Counties and local municipalities.
- Provide oversight on attendance management including implementation of attendance management programs, short and long-term disability leaves and return to work programs or accommodations.
- Act as an internal resource for health and safety matters. Work closely with the Training and Emergency Management Coordinator, and senior management to mitigate/eliminate risks and ensure compliance with the Occupational Health and Safety Act (OHSA) Regulations.
- Be a proactive lead in the negotiation in collective bargaining. Work closely with senior management and participate in labour-management, grievance, mediation and arbitration meetings as required.
- Conduct investigations or facilitate third party led investigations in accordance with HR policies and procedures for the Counties and local municipalities where appropriate.
- Participate in meetings, attend conferences and courses which foster professional or technical development where applicable and approved. Prepare reports and attend County Council meetings as required.
- Provide advice and assistance to County senior management and CAOs within local municipalities on training and development plans as well as provide strategies for succession planning.
- Ensure a high level of respect for confidentiality for both the organization as a whole and staff as per the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

**Qualifications**:

- Possession of a post-secondary degree in Human Resources, Business Administration, Industrial Relations, Law or related discipline. An equivalent combination of education and experience may be considered.
- A minimum of 8 to 10 years of progressive experience in a “generalist” human resources environment, preferably in a municipality or other public sector setting.
- Certified Human Resources Professional/Leader (CHRP/CHRL) designation considered an asset.
- Specialized training in human rights, duty to accommodate and investigations in the workplace are considered an asset.
- Labour relations experience working with unions, collective bargaining and grievance administration is considered an asset.
- Experience in working to achieve a diversified and inclusive workplace is an asset.
- Ability to provide a current satisfactory Criminal Record Check.
