**Responsibilities**:
PRIMARY PURPOSE

Leads the planning, development, implementation and ongoing management of compensation, exempt benefit and TransLink’s recognition programs and services for all groups across the TransLink enterprise, including job evaluation and job documentation, organizational design, market review, merit distribution, salary administration, workforce planning, exempt benefit plans, TransLink’s recognition programs and all related transactions and audits. Ensures continuous improvement of programs and services by monitoring, tracking and reporting on service delivery standards and developing key performance indicators. Provides guidance, mentorship and leadership to a diverse team of specialists across the compensation and benefit discipline.

KEY ACCOUNTABILITIES

Plans, develops, implements and manages all TransLink compensation, exempt benefit and TransLink’s recognition programs and services, including job evaluation and job documentation, organizational design, market review, merit distribution, salary administration, workforce planning, exempt benefit plans and TransLink’s recognition programs and all related transactions and audits; ensures alignment of programs and services with divisional goals and objectives.

Oversees and maintains the enterprise-wide annual performance appraisals process, coaching and advising all levels of management on performance ratings, collaborates with other stakeholders within human resources to integrate all aspects of the performance appraisal process.

Provides leadership and oversight to job evaluation discussions for exempt and bargaining unit jobs across the enterprise and addresses related issues including review of appeals/grievances, providing input to arbitration cases to ensure successful resolution. Acts as key contact for union on evaluation of bargaining unit jobs and oversees administration of collective agreements as they pertain to compensation programs, providing input and supportive information to the collective bargaining process.

Oversees the resolution of escalated, often high-risk and sensitive issues, ensuring involvement of stakeholders. Advises senior leadership on actions needed to address critical issues or issues outside of existing policies.

Ensures continuous improvement of programs and services by monitoring, tracking and reporting on service delivery standards and developing key performance indicators; measures program performance and makes adjustments as required to maintain efficiency and effectiveness. Solicits client feedback to ensure programs and services meet the needs of the diverse groups and operating companies across TransLink.

Oversees the lifecycle of projects and initiatives with medium to large scope and high complexity, including project development, implementation, budget development, timelines, deliverables and stakeholder interactions; presents and
reports on project progress, risks, expectations, timelines, milestones and key metrics to the senior leadership team and provides suggestions, advice, guidance and recommendations to mitigate risks and resolve issues.

Leads research of best practice and trends and makes related recommendations to optimize compensation, benefit and TransLink’s recognition programs and services. Reviews program elements, recommending changes to philosophy, policies, practices, processes, and methods. Implements the necessary controls to identify and mitigates risks in reporting area.

Ensures compliance with employment standards and regulatory requirements as they pertain to compensation, benefit and recognition programs. Monitors external environments to assess potential impact of regulatory changes on programs and recommends and implements any necessary modifications.

Supports the Director by providing senior specialized expertise and advice on compensation, benefit and recognition programs, highlighting critical issues and opportunities as they emerge; and participates in related discussions at the execut
