As part of the City of Toronto's City Planning team and reporting to the Director of Transportation Planning, the Program Manager of the Transit Implementation Unit will lead a multidisciplinary team to advance the mission of the City Planning Division, leading the resolution of complex issues related to the planning and implementation of Metrolinx and City-led GO, SmartTrack and Light Rail Transit (LRT) projects and provincially-led Transit Oriented Communities proposals.
**Major Responsibilities **Include**:
- Providing City Planning Division input to the Transit Expansion Office on the development of Provincial procurement document related to transit projects and Transit Oriented Communities proposals.
- Identifying, assessing and contributing to the resolution of transit and Transit Oriented Communities project planning and design issues
- Assisting the Transit Expansion Office, Metrolinx and Infrastructure Ontario in engaging the public and other stakeholders in the planning process, and representing the City's/Division's interests to Metrolinx and Infrastructure Ontario, and in a variety of public forums as a champion of City building initiatives
- Developing and negotiating creative solutions to complex planning challenges in collaboration with others
- Negotiating and developing agreements in a complex environment of multiple stakeholders
- Establishing, maintaining and nurturing linkages within the Transportation Planning section to ensure effective operation of the matrix management system within the section
- Building relationships with other Divisions that are aligned with corporate initiatives and priorities
- Preparing Council reports, strategies and responses, and liaising with City Councillors on sensitive and strategic issues
- Representing Transportation Planning at Community Councils, Council Committees and meetings with community groups, citizens, elected officials and management of other Divisions
- Maintaining familiarity with advances and best practices in the professional planning field to provide strategic advice to the Division and City Council
- Serving as an expert witness before administrative tribunals such as the Local Planning Appeal Tribunal on complex planning issues
- Developing the unit's work plan and managing Divisional transit and transportation planning projects, including retention of consultants and management of budgets
- Managing staff to provide innovative, integrated, pragmatic and consistent solutions to complex planning challenges involving multiple stakeholders, to achieve the City's planning and development objectives
- Coaching, motivating and providing leadership for staff to achieve high quality, innovative transportation planning service with harmonious employee/labour relations and effective time management among a team of professional staff
- Managing and training assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others
- Supervising the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work
- Developing, recommending and administering the budget for the unit, and ensuring that the unit's expenditures are controlled and maintained within approved budget limitations
- Interpreting, implementing and amending the City's Official Plan and the City's Zoning By laws, providing a regulatory framework for the physical development of the City
- Acting for the Director as required
**Key **Qualifications**
- University degree in planning or transportation planning/engineering or in a professional discipline pertinent to the job function, or the equivalent combination of relevant education and experience.
- Considerable experience in a leadership role delivering complex planning assignments from inception through to implementation with mínimal direction while balancing political, community and other stakeholder interests.
- Considerable experience motivating, leading and supervising a team of professional staff to contribute to the work of the management team.
- Membership in the Institute of Transportation Engineers, Canadian Institute of Planners or other relevant professional organizations would be considered an asset.
- Highly developed skills in building and maintaining partnerships both internally and externally while balancing a range of stakeholder interests in complex political environments.
