**Employment Opportunity - Human Resources Generalist (1 Position)**

The First Nation Land Management Resource Centre (RC) is embarking on a multi-year, multi-million-dollar national project to establish and operate a First Nations run, independent, non-profit, incorporated organization focused on delivering land registry services to First Nations in Canada.We are currently seeking motivated and qualified individual to fill a **Human Resources Generalist** position to support the development and ongoing operations associated with the First Nation Land Governance Registry.**Please note**: The RC is posting these positions on behalf of the First Nation Land Governance Registry which is being developed by the RC and its partners. Once operational, it is expected that these positions will transfer to the First Nation Land Governance Registry as an independent not for profit corporation. Accordingly, employment with the RC will be temporary and end once the First Nation Land Governance Registry is operational.**ABOUT THE RESOURCE CENTRE**

***As part of the Framework Agreement on First Nation Land Management (Framework Agreement), the Lands Advisory Board (LAB) and the First Nations Land Management Resource Centre (FNLMRC) provide political and technical support to developmental and operational First Nations. The developmental process under the Framework Agreement consists of a series of activities including the drafting of community land codes, implementing communication strategies and community voting procedures, as well as finalizing Individual Agreements with Canada. Once a First Nation ratifies its Land Code and becomes operational, the LAB and FNLMRC provide various support services such as training, assisting/advising with drafting land laws, rules, procedures, agreements, instruments, as well as implementing land governance systems and facilitating agreements and other arrangements with municipal, provincial, federal or First Nation governments.**Position Information**

February 2024**Scope**
- Initially reporting to the RC’s Manager, Human Resources, this Human Resources Generalist position will support the development of a variety of HR related activities needed to establish the federally regulated FNNLR organization.Ongoing, the incumbent will report to the Registrar, FNLGR and will be the main HR contact for FNLGR employees. The HR Generalist will support the FNLGR senior management team in workforce planning and, in the development, and implementation of human resources management policies and strategies.**Key Responsibilities**
- The following is an overview of the key responsibilities for this position but may not be all-inclusive.**FNNLR setup**:

- Working with the RC’s Manager, Human Resources, and the Registrar, FNLGR, identify and develop the human resources management requirements needed to establish the FNLGR organization. This may include but is not limited to:

- Establish HR policies and processes in accordance with applicable employment legislation.
- Develop options for a total rewards compensation model for senior management.

**Post FNLGR creation and ongoing**:

- Assist the FNLGR Senior Management team to develop and administer HR policies, procedures and guidelines to help align the workforce with the strategic business plan;
- Provides advisory services to FNLGR managers employees on HR policies and applicable legislation;
- Provides training to employees on policy updates as needed;
- Day to day administration of the FNLGR’s benefit services;
- Works with managers to analyze, plan and implement staffing requirements.
- Leads the recruitment process for new employees and serves on the employee selection committee;
- New employee orientation.
- Supports the development and implementation of performance management systems;
- Maintains an employee leave database;
- Maintains up to date employee files;
- Assist FNLGR senior management with employee relation issues as needed;
- Assist with employee training and development activities;

**Position Requirements**

**Education and Experience**
- Post-secondary diploma in Human Resources Management or related field.
- 3-5 years’ HR experience in a federally regulated workplace.
- Bilingual (English/French) is an asset.
- Certified Human Resources Professional designation is an asset.

**Knowledge**
- Knowledge of best practices and current trends in human resources management including planning, developing, implementing, and evaluating HR programs, policies and procedures.
- Knowledge of employment legislation with a focus on federally regulated workplaces.
- Familiarity with Indigenous culture.
