Payroll Analyst

Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. **Nature and Scope**
The Payroll Analyst is accountable to participate in all functions related to payroll, in adherence with strict deadlines and in accordance with government legislation and Institute policy. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.
**General Accountability**
The Payroll Analyst is responsible for all aspects of payroll processing, analytics, reporting, as well as, support for other HR areas, including employment contracts. This position ensures that effective, efficient, and compliant payroll practices are developed and maintained, while working with tight deadlines, competing priorities and the work environment requires constant monitoring, review, and approval of information to mitigate the risk of costly errors. This position is responsible for reviewing and approving payroll and related deductions and contributions, ensuring compliance with regulatory and policy requirements, gathering payroll data for inclusion in budgets and financial statements, along with payroll-related reporting. The Payroll Analyst manages the accurate and timely delivery of payroll services for all SIIT operations, ensuring compliance with all regulatory and institute policies. The position provides troubleshooting and expert support to internal and external stakeholders.
**Specific Accountabilities**
**_Payroll Management, Execution & Quality Improvement _**
- Participate in the administration and processing of all aspects of payroll for SIIT, including year-end processing and filing, while ensuring payroll is delivered accurately and on-time
- Review and approve payroll batches prior to submitting for payment
- Monitor processes regarding opportunities for improvements; participate in creation and evaluation of processes, documentation and guidelines affecting payroll, while focusing on best practice and continuous quality improvement to ensure excellent client service
- In collaboration with leadership, develop and maintain an effective process and procedure manual that reflects best practice for department efficiency
- Maintain positive working relationships with SIIT departments to ensure timely delivery and accuracy of payroll related information

Payroll Compliance & Reporting _**
- Ensure compliance with external regulatory and legal environments for staff payments
- Prepare and balance period-end reports and ensure all required payroll remittances are submitted in accordance with payment deadlines
- Prepare and submit required journal entries for each pay period as well as payroll adjustments as required
- In collaboration with leadership, investigate and deal with complex inquiries, explaining legislative requirements and SIIT processes to external agencies and internal clients
- Ensures compliance and remittance of Court ordered garnishments
- Perform all processes required for production of T4 and T4A tax slips as part of the year-end process, including running audit reports, entry of miscellaneous adjustments and reconciliation of government remittances
- Maintain records for pension and group benefits plan contributions and ensure funds are transferred as appropriate
- Review termination payments and records of employment
- Compile statistical reports, statements, and summaries related to pay and benefit accounts
- Maintain confidentiality at all times, ensuring that information is not released unless authorized by policy, required by law, or through written consent
- Provide support and assistance to other areas in the HR department, including preparation of miscellaneous analysis and reports, administration, and review of documents
- From a payroll perspective, assist in annual financial audit and prepare audit reports as required

Employment Contracts_**
- Administer and coordinate employment contract process, ensuring consistency and accuracy throughout
- Oversee the contract workflow, reviewing and editing as required
- Track contract workflow, ensure approvals and signatures are obtained in a timely manner; follow-up as necessary
- Work with the Human Resources team and applicable leadership on employment contract discrepancies and/or recommendations
