We are seeking a dynamic and experienced talent acquisition leader to join our team. This role is responsible for overall leadership of Toronto Public Library’s Talent Acquisition Centre of Expertise (COE), with responsibility for full-cycle recruitment and staffing for North America’s largest public library system.

This position will have responsibility for the development, implementation and continuous improvement of TPL’s talent acquisition strategy, including understanding current and future trends and developing innovative approaches to meet the organization’s growing and complex staffing requirements. TPL currently has over 2,500 staff located in 102 locations across Toronto.

This role is responsible for developing and implementing effective recruitment strategies, managing the full-cycle recruitment process, and building strong relationships with internal and external stakeholders, in a complex, unionized public sector environment. The role reports directly to the Senior Manager of Human Resources.

**DUTIES**

The Manager, Talent Acquisition is responsible for the following:

- Develops, delivers, evaluates and evolves TPL’s talent acquisition strategy and programs in according with TPL’s Strategic Plan and key priorities.
- Hands-on leadership of TPL’s Talent Acquisition Centre of Expertise (COE), currently comprised of five staff complemented by external resources, with full scope management responsibilities including recruitment, performance management, coaching and professional development.
- Understands current and future talent acquisition needs for the organization, and develops full-cycle recruitment and staffing programs to address those needs. Maintains a strong awareness of market trends and recruitment practices to ensure competitive positioning in talent acquisition.
- Develops and maintains strong, collaborative relationships with senior leaders, hiring managers, union representatives, HR colleagues and external partners and organizations.
- Contributes actively to TPL leadership through membership in the TPL Management Council, and the TPL HR Leadership Team.

**QUALIFICATIONS**
- University or college degree in Human Resources, Organizational Behaviour, Business Management or a related field, or equivalent experience
- A CHRP or CHRL designation, or equivalent, is preferred
- Minimum of five (5) years of progressively responsible experience in talent acquisition
- Minimum of two (2) years in a managerial or team lead role
- Experience in talent acquisition in a heavily unionized environment, preferably in public or non-profit sectors
- Demonstrated experience in the development and delivery of talent acquisition programs and initiatives in unionized settings
- Demonstrated experience in incorporating equity and inclusion within talent acquisition programs
- Strong skill set in project management, budget management, and program development and assessment
- Highly developed analytical, problem-solving and solutioning skills
- Thorough knowledge of new and evolving best practices, trends and challenges in the field of talent acquisition; proven track record of innovation in incorporating new approaches into talent acquisition programs
- Strong quantitative background, with the ability to incorporate data and metrics to drive evidence-based decision-making and planning
- Strong change management skills with ability to influence and build productive relationships with cross-divisional stakeholders
- Excellent written and verbal communication and presentation skills; ability to effectively communicate with senior leaders
- Excellent leadership and team management skills
