**Primary function**

The IT Agreement Advisor is responsible for advising, coordinating and reviewing details in the preparation of agreements and proposals for the procurement of IT hardware, software and services. This position administers ongoing contracts, maintaining documentation related to the agreements, i.e. COI’s, contacts etc.
The IT Agreement Advisor will work collaboratively through the IT purchasing processes and establishment of agreements meeting the procurement policy, standards and directives including in-house counsel processes. This position provides specific IT agreement information to IT Management as required.

**Key accountabilities**
- Coordinates and track IT renewals and new agreements and enterprise databases as required (e.g. obtaining updated Certificates of Insurance required from vendors), and Vendor of Record (VOR) purchase documentation/agreements.
- Coordinates and advise on CSAs, Adoption agreements and other legal IT procurement documents required to utilize the VOR arrangements.
- Maintains an IT repository of all CSAs and legal IT procurement documents related to VOR arrangements and/or LAO IT procurements policies and procedures. Including collaborative workspaces and central repository of working documents and final documents records management.
- Reviews contracts and any redlines related to IT business impacts and manages version control communication between the vendors and General Counsel Office (GCO).
- Reviews specifications and prepare appropriate bid RFS, RFP, RFI documents, in conjunction with requisitioning IT group and collaboratively with business’ units for IT related matters.
- Maintains files/records in accordance with procurement and audit requirements.
- Prepares agreement or procurement reports and recommendations for procedural improvements.
- Supports, research and advise IT Management and staff on IT VOR arrangements as needed.
- Assists and participate in supplier reconciliations from a service inventory and contract details point of view.
- Collaborates and communicate with other LAO business units such as Procurement, Finance and GCO and with external vendor account representatives, sales people, contractors or suppliers
- Supports in the preparation of business notes, procurement documentation and contribution to business notes/memos of agreement/procurement details
- Performs other duties and tasks as assigned, and remain adaptable and flexible in a changing environment

**Required skills & experience**
- Diploma or undergraduate degree required in information technology, business, finance, economics, legal agreement or related field; or equivalent combination of education, training and experience.
- Ability to understand and interpret requests for IT procurements and contracts; evaluate and analyze costs and data; handle problems, understand business requirements and developed purchasing skills is required.
- High-level knowledge of Information Technology (IT) terminology and general understanding of the IT industry is required.
- Good understanding of typical content of agreement or purchasing documentation, MSA, CSA, licensing frameworks etc.
- Ability to manage multiple priorities, organize complex documents, and resolve issues creatively is required.
- Competent in handling various systems; ERPs (PeopleSoft) as well as Microsoft Office and internal and external portals.
- Must possess excellent communication skills and demonstrate the ability to persuade, influence and negotiate with staff and vendors in critical situations.
- Must be capable of working well in team situations and independently and with a variety of internal customers and outside suppliers, as well as internal functional stakeholders.
- Ability to work efficiently under pressure with mínimal supervision, deliver high-level customer service and meet strict deadlines.
- Experience working in an IT contract procurement function in a public sector organization including 3 to 4 years of purchasing experience, formal tendering and contracting experience is an asset.
- Experience in writing reports or business notes is an asset.
- Experience working in a procurement function within IT is an asset.
- Experience searching Vendor of Record sources for appropriate IT VOR arrangements and enterprise contracts is considered an asset.
- Familiarity with various licensing models and terminology is an asset.
