**POSITION PURPOSE**:
Reporting to the Outside Plant Fibre Project Manager, is responsible for working with ITS staff, Departmental advisory committees, vendors and customer groups to assess business requirements and develop long term strategies for the design, acquisition, implementation and support of Fibre Optic Network and components; ensuring all components are maintained, available, secure, reliable and of sufficient capacity and capability to support all future communication initiatives; is responsible for the administration of construction contracts for YorkNet Fibre Optic Network and related connection requirements; ensuring due diligence and compliance with plans, specification, regulatory requirements during fibre optic installation; performs the administration and development of maintenance work orders and negotiation of associated contract change orders; assist with building Fibre infrastructure for under-served communities within York region; acts as an on-site representative and coordinating with contractors and customers and provides system architecture including the design and documentation of splice plans and inside building design.

**MAJOR RESPONSIBILITIES**
- Researches and supports the development of long term strategies for Fibre Optic Technology and communication components in accordance with industry standards and Corporate Enterprise needs to maintain a reliable, secure, efficient and cost effective fibre optic infrastructure.
- Consults with Fibre customers to develop network topology to ensure optimum system architecture that meets customer's current and future connection needs.
- Responsible for splice plans and documentation for entry into systems, and for splicing standards and specifications for YorkNet.
- Contributes to project planning and control including estimating and planning specific tasks; provides direction, guidance and technical support to contractors and staff; assigns tasks and ensures adherence to schedules.
- Participates and provides input during all phases of project including identification, evaluation and selection of alternative solutions and design concepts.
- Reviews and evaluates constructability of proposed alternatives including staged construction; assists in the preparation and review of the routing options.
- Consults with Fibre customers to help the development of network connectivity strategies to ensure optimum system architecture that meets customer's business need.
- Responsible for the development and design of splice plans and documentation for entry into systems, including verification of Consultant developed splice plans.
- Investigates and reports on new technological developments that will increase productivity, reduce cost or meet a particular business goal and makes recommendations to the Projects Manager.
- Researches previous construction projects and provides analysis on relevant data pertaining to new construction project
- Ensures all monitoring and maintenance on networks and ensures confidentiality of customer data is maintained.
- Monitors construction schedule, quality and quantity control, safety procedures and contract changes.
- Provides support, backup and guidance for the daily activities of other unit/team members to ensure services are performed in accordance with Corporate standards, guidelines and policies.
- Participates in meetings and work groups, as required.
- Performs other duties as required to meet Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a Community College Diploma in Information Technology or a related discipline.
- Minimum five (5) years’ experience in the Information Technology field, with communication systems and utilities for a large organization including designing, configuring and maintaining communication infrastructure and leading fibre optics installations.
- Knowledge of the Ontario Underground Infrastructure Notification Act.
- Capable of reading Optical Time-Domain Refectometer (OTDR) and other fibre related reports
- Knowledge and experience in working with the principles, methods, techniques and tools for project management.
- Ability to assess client needs, develop a business case and recommend solutions for Fibre Optic installations.
- Ability to develop splice plans, lead the administration of construction projects including network termination installations.
