**Overview**
**Reporting to the Manager of the Building & By-Law Division, the Supervisor, By‑Law Services is responsible for the day-to-day administration, co-ordination, and supervision of the municipal by‑law enforcement. This includes leading the enforcement of property standards, yard maintenance, business licence, parking control, and animal control functions. The Supervisor, By-Law Services who also ensure the prompt and courteous response to complaints regarding infractions, issuing notices of violations, conducting investigations and reports, and preparing necessary information for court and assisting the prosecutor on behalf of the City during court proceedings.

The Supervisor, By‑Law Services is responsible in ensuring the proper execution of the following:

- Lead the Municipal By-Law Enforcement Officers, including providing guidance, ensuring staff have opportunities for training and skill development
- Guide the By-Law Enforcement Officers in the enforcement of the Ontario Building Code Act, established Municipal By-Laws, the Ontario Fire Code, the Planning Act and any of the established By‑Laws within the municipality regarding specific Building and Zoning relevance
- Overseeing Property Standards Committee activities as set out in the Ontario Building Code Act
- Undertake special projects and performs other duties as assigned, in accordance with Divisional or corporate objectives

**Required Qualifications & Experience**
- University degree or College diploma in the field of Law Enforcement, Public Policy, Business Administration, or equivalent combined with CPSO designation from the Ontario Association of Property Standards Officers (OAPSO) and MLEO(c) designation from the Municipal Law Enforcement Officers’ Association of Ontario (MLEOA) is preferred
- Minimum of five previous related years of experience as a By‑Law Enforcement Officer, with at least three (3) years with supervisory skills focused in a unionized environment, preferably in a municipal setting
- Must have a strong background in office administration and customer service
- Knowledge of office management policies and procedures
- Programming knowledge of the municipal software CityView would be considered an asset
- Working knowledge of the Administrative Monetary Penalty System and related Statutes
- Experience in processing of court documentation, procedures, and rules of evidence, and giving of evidence in Court
- Excellent interpersonal, project/time management, analytical, communication, presentation, public/media relations, problem-solving, negotiations, and staff leadership/supervisory skills
- Ability to think and act strategically in a political and community service environment, to build strong enthusiastic staff teams and external alliance/partnerships, to align departmental programs/services with Corporate goals and objectives, and to champion the mission and values of the City
- Extensive experience with conflict resolution/mediation; Ability to deal tactfully with difficult people and to handle situations that may be volatile or hostile in nature; Ability to develop and recommend effective solutions to controversial issues and to bring resolve in compliance with regulatory By‑Laws
- Thorough working knowledge and understanding of Municipal by-laws, Provincial Offences Act, Property Standards of Ontario Building Code, various Municipal, Provincial and Federal Acts, and their enforcement; knowledge and understanding of municipal by-laws, legal agreements; and the Occupational Health and Safety Act
- Experience in courtroom litigation, Canada Evidence Act, the procurement and recording of evidence and the preparation and giving of evidence
- Core competencies for the position include the ability to empathetically support the people you lead, effectively delegate responsibilities instead of tasks, and a relentless communicator that ensures everyone understands the expectations and standards
- Bilingualism will be considered an asset

The City of Cornwall offers a starting annual salary of 91,888 plus a comprehensive benefits package.
