Reporting to the Manager, Parks and Waste Operations, the Supervisor, Parks Horticulture will oversee the City of Oshawa's expanding Horticulture program, including but not limited to city wide floral and shrub displays, business improvement area beautification programs and greenhouse operations.

**Responsibilities**:

- Supervise, delegate, schedule and oversee work carried out by full time, seasonal staff and contractors to ensure work is performed efficiently and in accordance with City and departmental policies, procedures, quality standards and applicable legislation
- Track, report, record and document operational performance, activities and costs utilizing work order management, human resource management and budgeting software
- Recruit, motivate, train and evaluate staff including regular employee performance reviews and corrective/disciplinary action as required and provide technical assistance and advice to staff and the general public
- Develop and implement policies, procedures, standards and plans
- Respond to, investigate and follow up with inquiries and/or requests for service and/or complaints from the general public, residents, other departments, community partners, government officials and members of council
- Prepare reports and special analysis as it relates to horticulture programming
- Develop tender specifications, troubleshoot and administer contract for performance and non-compliance issues
- Organize and oversee plant requirements for planting season, including annual plant production for formal gardens, hanging baskets, planters and container stock, Integrated Pest Management principals and greenhouse facility maintenance
- Oversee winter control activities and participate in summer and winter callboards

**Requirements**:

- Knowledge and skill generally associated with the completion of a four (4) year University degree in Horticulture or equivalent combination of education in related discipline. Valid Landscape and Greenhouse Structural Exterminator Licenses. G Class License with a clean drivers abstract is required and DZ license is considered an asset, First Aid and WHMIS training
- Minimum five (5) years of relevant experience, at least three (3) of which should be in a supervisory/management capacity
- Demonstrated skills and experience in greenhouse and horticulture operations, with a strong background in the fundamentals of integrated pest management
- Proven supervisory skills and abilities in the Corporation’s five (5) leadership competencies: strategic thinking, effective communication, inspiring and motivating others, extending trust and engaging others, and being decisive and accountable
- Effective report writing, research and analytical skills, as well as above average organizational skills
- Strong multi-tasking skills and flexibility to meet varying deadlines
- Independent self-starter with the ability to work irregular hours, including evenings and weekends as required
- Excellent customer service, communication and interpersonal skills to deal effectively with the general public, elected officials, staff, consultants, contractors, community and professional groups
- Demonstrated skills and experience related to the organization and implementation of special events, including crowd control, working with volunteers, other user groups and interdepartmental groups
- Sound knowledge of trends and best practices related to horticulture, as well as familiarity with winter control activities, relevant legislation and municipal government practices and procedures
