**Overview**

The opioid overdose crisis has claimed more than 1,000 lives in British Columbia in the last five months alone. The majority of people who overdose visit an Emergency Department (ED) in the year prior. ED visits are thus ‘reachable moments’ for opioid-using patients where they can be linked to treatment options. In order for this to succeed, coordination and continuity of care once the patient leaves the ED are crucial.

With oversight and direction from the Division Team, the Lead will be responsible for managing the _Improving Community Follow-up for Opioid-Using Patients in the Emergency Department Project, _including workplan and evaluation framework development, managing a clinician working group that oversees the work, liaising with partners and stakeholders, and supporting change management for frontline workers.

The project involves trialing new ED protocols and streamlined referral/transition pathways for opioid-using patients presenting to the Emergency Department, including a feasibility assessment for initiating Opioid Agonist Therapy (OAT) during an ED encounter. The goal of the work is to improve care transitions for opioid-using patients moving from ED to community services.

**Scope of work**:

- Develop and implement quality improvement workplans for interventions including up-triage protocols, streamlined referral pathways, clinician training for OAT, and virtual care options
- In conjunction with an external evaluator, develop an evaluation framework, data collection methods and monitoring tools
- Assess clinician and patient needs, identify barriers, and implement solutions to overcome them
- Facilitate a multidisciplinary working group that provides expert insight and champions the work
- Identify champions and leaders and secure commitment for change; support change management for frontline workers
- Conduct a feasibility assessment for OAT-in-ED and if feasible, develop and implement a local trial
- Assess sustainability and identify opportunities for spread of specific improvements as appropriate
- Prepare reports and presentation materials for Division Boards, partners and stakeholders;
- Work collaboratively in team environments with medical professionals, such as Family Physicians, and other Allied Health Professionals, as well as Health Authority and Government funding partners;
**Experience and Skills**
- Minimum five years recent related project management/consulting experience, preferably in the non-profit or healthcare sector
- Previous experience working on substance use and/or mental health projects an asset
- Knowledge of the BC healthcare system and experience working in a primary healthcare setting or experience working with physicians and/or allied health care providers
- Experience with stakeholder engagement and relationship development, especially among clinician groups
- Knowledge of and experience with employing quality improvement methodologies to support innovation testing, including assessment of spread and sustainability
- Experiencing conducting feasibility and/or needs assessments with healthcare providers
- Excellent organizational skills and ability to prioritize and manage multiple tasks to meet deadlines
- Excellent verbal and written skills
- Able to work independently and as a member of the team
- Excellent administration and computer skills, particularly in Outlook, Excel, Word, and PowerPoint

**Conditions of Employment**
- One year term with possibility of extension
- Average of 15 hours per week
- Work from a remote, secure worksite using your own equipment.
- Attendance at evening meetings may be required
- A valid driver’s license and access to a vehicle is preferred

**Salary**: $50.00-$60.00 per hour
