The Opportunity

We are hiring an ambitious and forward-thinking strategic procurement manager to join our established and growing team in Toronto.

Your Responsibilities Will Include:

- Providing strategic direction on the procurement activities to Dev Co, supporting the target price work, de-risking the implementation schedule by securing long lead items/supplier engagement and detailed day-to-day activities.
- Developing and maintaining strong collaborative working relationships with Dev Co and the CA, developing mutual trust and understanding.
- Supporting the procurement of the subcontractors through RFP to financial close on behalf of the CA.
- Supporting the procurement strategy development, including vendor optimization, local and sustainable vision realization assessed against balancing cost, contracting strategy, efficient use of correct procurement route, performance-based supply and market outreach optimization.
- Securing market coverage on the target price at each checkpoint and proposal stage.
- Engaging suppliers to ensure project awareness in the market and securing the services of the best of the supply chain.
- Engaging with the supply chain to support the project, with or without agreements in place.
- Providing early procurement of critical and long lead items.
- Securing the best value from the supply chain.
- De-risking the implementation schedule.
- Supporting the procurement manager in the development and deployment of the procurement plan and new processes.
- Validating tendered packages and issuing non objections.
- Ensuring the correct terms and conditions are issued to the Supply chain.
- Ensuring the Dev Co is compliant against their procurement management plan.
- Ensuring the Dev Co is compliant against the tendering rules included in the Contract.
- Ensuring transparency on packages to inform the contract administration team.
- Addressing and managing project and supply chain delivery issues.
- Supporting the implementation of procurement best practices and lessons learned across the project.
- Helping to update existing policies, processes and procedures.
- Ensuring risk mitigation strategies are used through the strategic work and through the packaging of the requirements.
- Helping to manage the supplier account management and performance management process, including the collate of supplier performance to identify issues and develop resolution measures.

About You

You have relevant experience in large engineering and construction projects. You are able to conduct procurement projects in public sector procurement. You have good understanding of various procurement models (IPD, CCDC, DC, DBB, AFP/P3) and experience in issuing procurements to the supply chain under various models. You have good understanding in working with multiple stakeholders in the implementation, deployment and administration of program procurement initiatives. You are able to deploy and administer procurement initiatives to ensure their deployment and effectiveness in achieving improved program outcomes. You have experience in contract development in cooperation with legal counsel and contract management. You have strong organizational, interpersonal, written and oral communication skills. You have excellent analytical, problem-solving and decision-making skills. You have a degree or equivalent with professional work experience in the procurement or commercial management disciplines. You have experience using material management software such as IFS, SAP, Oracle, BPCS and ERP and asset.
