**Overview**:

- This would be a 12 months fixed term contract to service only one of our public sector Clients in the Healthcare sector as a Strategic Advisor in Business Metrics, Performance Management and Process Improvement Services
- Anticipated start date is 15 January 2023, and anticipated end date is 14 January 2024 (there will be an optional term by the Ministry to extend it to 15 June 2024)
- Discretionary performance bonus available at the conclusion of the project and consideration for future projects.
- The Consultant would meet the Client weekly or as directed to provide status reports or to obtain approval of deliverables.
- Work will be done remotely and/or Downtown Toronto location of Client, and will be within normal Ministry hours Monday to Friday 8:30am to 5:00pm (except at the request of the Client's management).
- Travel, meal, accommodation expenses are not covered.

**Background**:
The Client (HSC) provides information management and information technology solutions that enable and support the business requirements of the Ministry of Health (MOH), Ministry of Long-Term Care (MLTC) and its agents such as Ontario Health.

HSC is focusing on its’ ability to increase capacity and mature capability to lead and adapt to the rapidly evolving IT environment. It is believed that by having consistent IT practices across the Cluster, efficiency and effectiveness will be improved. To enable practice enablement which in turn will contribute to operations optimization, HSC is looking to hire a Strategic advisor, IT Practice Enablement. The advisor will lead various IT initiatives to establish the Cluster’s overall IT program approach in relation to IT practice enablement and ultimately transition the program to internal cluster staff for long-term operational maintenance.

**Responsibilities and Deliverables**:
The Strategic Advisor will be working closely with Office of the Chief Information Officer (OCIO) to determine implementation strategies, including change management and complete the development of core materials to support various practice enablement initiatives in the HSC Cluster. Practices in scope include, but not limited to, the following:

- Service management;
- Project management;
- Digital innovation; and
- Additional practices as identified during the term of the agreement.

Specific deliverables for each of the practice enablement are listed below:
1. Complete a review of the current state of practices and resources and identify any gaps, challenges, or areas of improvement; this may include:

- Identification of best industry practices that should be in scope of practice enablement
- Gap analysis: current HSC program operations and process vs. best industry practices; barriers to optimal service use; operational steps that are required to bring the current program to a desired outcome where efficiencies and cost effectiveness can be realized;
- Potential process and operational efficiencies;
- Recommend/provide strategic advice on implementation process improvements, policies, and standards that maximize the overall service.

2. Initiate a development of playbooks and associated materials to support practice enablement by leveraging industry best practices, such as ITIL, and ensure that Ontario Public Service (OPS) enterprise-wide practices are incorporated into the launch; this may include:

- Delivery of the IT function across the Cluster and bring value to Ministry of Health (MOH);
- Delivery of a program structure for the operations of a practice enablement function, make resourcing and implementation recommendations, and publish an implementation plan to be managed by HSC employees;
- Recommendation on program execution and sustainability; and
- Compliance validity of current program/process with GO-ITS standards.

**Qualifications**:
Demonstrable knowledge and leadership experiences:
Qualified consultant should have leadership experience in two or more of the following areas:

- Developing corporate strategic plans in health care sector
- Creating governance structure in a large private or public-sector organization
- Developing and implementing accountability frameworks
- Managing the relationship between the governing structure and the organization including defining roles for executives, senior management, and business activities
- Strong understanding of technology and standards within the Ontario Health care sector. Applied experience will be key.
- Well-developed conceptual and analytical skills to identify and assess business requirements and complex strategic, policy and business issues and to advise senior executives, identify and develop/consult on options and solutions
- Outstanding consulting, interpersonal and relationship management skills to build partnerships and discuss recommendations with senior executives and key stakeholders
