**The Role**:
As the Manager, Funding Accountability and Reporting at CLBC, you are responsible for developing and maintaining the relationship with CLBC's funding ministry, the Ministry of Social Development & Poverty Reduction, in matters of funding, reporting and accountability. This is achieved by providing expertise to all program areas in the development of program proposals and by leading the analysis of policies and development of Treasury Board submissions and business briefing notes to the Ministry. You will collaborate with the Ministry to develop the accountability framework and oversee the reporting of budgets and forecasts, as well as the verification of program financial data and information, in accordance with that accountability framework.

You will lead budget and financial accountability projects, provide advice to support the development of programs throughout CLBC, and provide informed options and advice on the management of program budgets and other operational matters. You will also identify program information requirements to conduct analyses and develop reports on the progress/status of budget initiatives to SDSI and the Treasury Board.

Key responsibilities include:

- Reviewing and evaluating policies and programs to identify budget implications
- Identifying and recommending alternatives to provide solutions to challenging financial management issues
- Ensuring significant issues and trends are identified and summarized for presentation to the Minister, CLBC senior management, Treasury Board, and individual client groups.
- Developing reports for senior management for decision-making purposes
- Developing recommendations to support the achievement of CLBC financial goals
- Identifying, assessing, monitoring and managing significant risks and opportunities for CLBC programs relating to the three-year fiscal plan.
- Identifying funding needs by analyzing programs and providing cost/benefit data and identifies risks
- Preparing the periodic reporting of budgets and forecasts, as well as the verification of program financial data and information, in accordance with the CLBC-SDPR accountability framework
- Participating in the development and delivery of budget and service development strategies, including providing planning, analysis and implementation support
- Acting as a liaison for the Director, Financial Planning & Analysis with program areas to ensure clarity with respect to Treasury Board submissions and briefing notes and identify risks/challenges on options presented.

**Qualifications**:

- Qualified accountant or degree in public or business administration or related field and extensive experience in the public sector, OR equivalent combination of education and experience
- Demonstrated current experience reviewing and analysing multi-faceted policy and/or prograM/Funding issues, assessing options, and developing related information reports
- Demonstrated experience working productively and cooperatively with internal stakeholders
- Demonstrated experience in business/proposal writing at an executive and strategic level
- Experience in developing and managing project budgets and expenditures

Classification/Salary: Excluded Band 3: $91,738 - $118,784 annually.
