- Manage AstraZeneca US Government Subcontracting Compliance related activities on current and future government contracts, including cost proposals, prime contracts and subcontracts.
- Understand general and contract specific US Government procurement compliance requirements and act as an SME in interpreting US Federal Government regulations related to subcontract compliance.
- Guide business partners and procurement colleagues on USG/FAR requirements, compliant subcontracting requirements to ensure compliance with them.
- Prepare US Government subcontracting flow down clauses and reporting requirements during AstraZeneca cost proposal preparation, and Prime contract and ensure they are included in the relevant procurement documents.
- Develop/conduct USG subcontract compliance training for relevant procurement and business partners who are directly involved in government-related purchases.
- Prepare and manage procurement pre-award and post-award contract documents and results
- Provide SME support on Flowdowns negotiations with suppliers, as required.
- Supervise compliance with government regulations (Federal Acquisition Regulations (FAR), etc.) by performing US Government subcontract compliance internal audits/assessments
- Track and maintain pre-award and post-award subcontracting documents, including modifications for metrics reporting.
- Act as an SME Compliance Gatekeeper of the Government procurement orders in Coupa.
- Government Federal Acquisition Regulations and other Government terms and conditions.
- Implement vital tools and templates for US Government contract specific procurement needs, build processes, workflows, guidelines and procedures or updates to enhance USG compliance, address process improvement needed for specific government contract
- Develop release of claims documentation and acquire/negotiate with suppliers to collect releases for Government contracts closeout activities
- Support Government contract audits
- Collaborate with finance to true-up subcontracts scope and documentation
- Develop metrics, reports, and statistics

**Education**:

- Bachelors degree, MBA preferred
- Certified Project Management Professional (PMP) preferred
- Certified US Federal Contract Manager required

**Knowledge, Skills, and Abilities: US Government SME**
- Expert knowledge and 10+ years of experience to develop prime contract flowdowns, training, and tools.
- Expert knowledge of BARDA, and understanding of HHSAR requirements, including HRPAS and 7+ years of directly related experience
- Experience in Government procurement administration, proposal development, financial management, pricing, and negotiation of Government and commercial contracts.
- 10+ years of experience in contract and/or acquisition management.
- Experience effectively working across organizations from all functions.
- 5+ years of experience with various government contract types (flexible-pricing, firm-fixed, etc.) within corporate environment

**Special Skills/Abilities**:

- Experience developing and presenting subcontracting training material
- Must have strong interpersonal and communications skills to be able to provide timely feedback and communicate appropriately with other departments;
- Excellent analytical and project management skills
- Ability to gather data from various sources and synthesize a single
- Comfortable with new technology and self-learning
- Excellent MS Office and other computer programs, such as Coupa, SAP
- Must demonstrate good problem solving and analytical techniques along with understanding necessary internal controls
- Understanding procurement systems and process to ensure efficient and effective awards.
