Position Overview:
- Reporting to the City Clerk/Director of Legislated Services, the Coordinator of Community Emergency Management, is responsible for the development, implementation, maintenance and review of a comprehensive Emergency Management and Business Continuity Program for the City of Kitchener. The position is also responsible for developing and maintaining strike contingency plans for the organization. The Coordinator will lead the implementation of the City’s programs in close collaboration with emergency services and public safety agencies, other City divisions, non-government organizations, broader public sector agencies and the private sector. The program includes the development, execution and monitoring of strategic policies, procedures, documents and working groups addressing the key areas of emergency management and business continuity mandated by the City’s Corporate Leadership Team.**Responsibilities**:
- Ensures emergency preparedness and planning with the aim of ensuring a more disaster ready/disaster resilient community. Guided by the goals and objectives of the City of Kitchener Corporate Strategic Plan and Corporate Values
- Works collaboratively with senior leaders and the City of Kitchener’s Corporate Departments to enhance the corporation’s capacity to effectively mitigate, prepare, respond and recover from a significant event
- Leads the development, review and ongoing refinement of the City’s strike continency plans, in collaboration with Human Resources and senior leaders.
- Makes recommendations to key decision-makers including providing guidance to the CAO, Department Heads, Council in the event of an emergency or significant incident
- Ensures Kitchener meets the mandatory requirements of the Emergency Management and Civil Protection Act and prepares the annual compliance report as required by the Act.
- Ensures Kitchener’s Community Emergency Response Plan and Business Continuity Plan are current and reflect Kitchener’s response capabilities and incorporate industry best practices
- Performs risk analyses for individual business areas to identify points of vulnerability and single points of failure. Identifies risk avoidance and mitigation strategies
- Establishes and maintains a collaborative working relationship with City staff in all departments, local municipalities, local hydro utilities, the Waterloo Regional Police, school boards, hospitals, other community partners, the Province and the business sector to ensure a coordinated response to any type of emergency or significant event
- Develops and initiates city wide emergency management training, mock emergency exercises coordinated across multiple organizations and agencies
- Manages emergency situations and provides timely, relevant and accurate emergency information to the public
- Maintains required equipment and ensures organizational preparedness, sets up Emergency Response Centres as necessary
- Works collaboratively with Corporate Communications to develop prompt dissemination of accurate information to the news media and the public
- Represents the department as necessary before Council and Committee meetings of the City and with other stakeholder organizations
- Keeps informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation
- Prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments
- Inspects facilities and equipment, such as emergency management centers and communications equipment, to determine their operational and functional capabilities in emergency situations
- Through innovative and strategic leadership, ensures the City of Kitchener and its emergency operations facilities are in a continuous state of readiness in the event of a municipal emergency through ongoing planning, training, exercise, testing, and awareness initiatives

**Requirements**:
- 3 year degree or diploma in Emergency/Disaster Management, Business Administration or a related discipline.
- Community Emergency Management Coordinator (CEMC) Designation by Emergency Management Ontario
