**Major Purpose**

The Business Development and Government Relations Advisor works closely with the Director, International Programs and the Senior Director, Capacity and Sector Development to action the unit’s business development and government relations plans and strategy.

The advisor will also network and liaise with key government departments and/or foundations/organisations to establish key strategic relationships to ensure that FCM remains informed and well positioned to pursue funding opportunities.

The Officer, will maintain the highest level of confidentiality, professionalism and exercise good judgment including the ability to escalate to management when help is required and being able to meet deadlines as set out by their direct manager within a fast-paced corporate environment.

**Key Responsibilities**
- Carry out in-depth market research to identify funding opportunities and trends.
- Lead in the development, writing and submission of concept notes and detailed proposals to government departments, foundations and other funding entities.
- Lead regular communication with representatives from government ministries and funders of interest
- Provide timely, well-supported expert advice and recommendations to the Senior Director and Directors of the C&SD unit.
- Build and leverage a network of relationships with the federal government, Members of Parliament, external stakeholders & FCM member municipalities.
- Act as a representative for the C&SD unit by attending key events and forums.
- Support other key projects as identified by the Manager and Director.

**Knowledge, Experience and Skills**
- A combination of professional and lived experience and/or post-secondary education in international development, public administration, economics, political science, international relations, communications or a related discipline; equivalent advanced education or training may also be considered;
- Requires 5 years’ experience leading in the development and submission of concept notes and detailed proposals to government departments and/or other funding entities;
- Excellent knowledge of the Canadian international development landscape and related funding mechanisms;
- Requires a well-developed network of contacts in government, lobbying, and interest groups.
- Excellent writing, oral presentation, and organizational ability;
- Excellent interpersonal skills and judgment, with a high degree of initiative and versatility; and the ability to exercise tact, discretion and judgment at all times.
- Strong ability to think critically and strategize within a political environment;
- Capacity to work in a self-directed manner and demonstrated ability to work well within a team setting.
- Proven project management skills, including the ability to effectively organize, process, and communicate information in a fast-moving work environment.
- Excellent knowledge of FCM and current national priorities including infrastructure, housing, climate change, transit, etc.
