**Position**:Manager of Language Instruction for Newcomers to Canada (LINC) Program

**Term**:Full-time (35 hours/week) - Indefinite

**Reports to**:Chief Programs Officer

**About OCISO**

OCISO supports immigrants through the journey of making Canada their home by providing creative and responsive programs that are culturally and linguistically appropriate, by building community through mutual respect and partnerships, and by fostering healthy and inclusive spaces for open dialogue and healing.

**GENERAL ACCOUNTABILITY**

The LINC Program provides language instruction for adults and child minding & settlement services for immigrant and refugee families. They are responsible for the overall leadership and management of the program, including fiscal and human resource management in accordance with the overall vision and strategic priorities of OCISO. Other important aspects of the role include maintaining stakeholder relations and offering leadership within various community initiatives in support of the integration of newcomer families in the community.

The Manager ensures the Program aligns to OCISO’s reflects the tenets of equity, access and anti-racism / anti-oppression. The Manager also provides leadership to and initiates social projects that strengthen the quality of leadership within the immigrant community.

**SPECIFIC ACCOUNTABILITIES**
- **Program Management**_
- Pursues program funding, partnership opportunities and program expansion opportunities that are consistent with OCISO’s vision and mission.
- Controls and monitors the program budget, ensuring that expenditures comply with funding conditions and OCISO policies.
- Conducts program evaluation and oversees the development of specialized language services.
- Prepares reports for program funders for the approval of the Chief Programs Officer.
- Oversees development of culturally and linguistically appropriate programming, services and resource materials.
- Manages the program outreach strategy to raise awareness of program and services.
- Identifies and monitors changes in client demographics and learning requirements & provides appropriate programing in response to changing realities.
- Ensures a community development approach is imbedded in program design and delivery.
- Develops, implements and monitors program policies and procedures, ensuring appropriate controls are in place to identify and manage risks.
- Ensures that facilities meet program needs and applicable codes and regulations.
- Ensures language instruction services and activities comply with the guidelines of professional regulatory bodies.
- Ensures child-minding services operations comply with requirements and guidelines of funders (e.g., National LINC Childminding Requirements, guidelines of Childminding Monitoring Advisory & Support Canada).
- Maintains excellent working relationships with program funders, relevant professional bodies, external partners and organizations that stream clients to the program.
- Provides leadership, support and direction to the LINC team in complex and high-pressure situations.
- Demonstrates a commitment to OCISO’s culture of respect management approach and anti-racism / anti-oppression policy within the work environment and in the community.
- Plans and presents lessons to LINC classes when required.
- **Human Resources Management**_
- Provides guidance and problem-solving assistance to program staff.
- Recruits and hires staff in accordance with OCISO personnel policy and procedures, and in consultation with Human Resources and the Chief Programs Officer.
- Manages staff and volunteers in accordance with OCISO policies and procedures.
- Ensures staff has access to professional development and training opportunities.
- Ensures proper calculation of working hours on a biweekly basis and timesheets on a monthly basis.
- Ensures timely distribution of leave summary records to individual staff members.
- **Agency Management**_
- Maintains a high degree of awareness of issues facing OCISO and recommends agency-wide solutions for consideration by senior management.
- Supports all aspects of OCISO’s work in interactions with funders, other community service providers, clients and the public.
- Works on agency-wide issues and committees, as requested.
- Performs other duties as assigned by senior management.

**QUALIFICATIONS**
- **Education and Work Experience**_
- Master degree in a social science or administration, or a combination of a Bachelor degree and at least three years of experience in program development.
- Professional accreditation related to teaching (e.g., Bachelor of Education degree, TESL certification) considered an asset.
- Three to five (3 - 5) years of demonstrated management experience.
- Experience teaching English as a Second Language to adults considered an asset.
- Experience working and leading in a multi-disciplinary, multicultural work environment.
