In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Service Authority, patient safety is a priority and a responsibility shared by everyone at PHSA and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Executive Director, Pain Care BC, the Lead, Health System Planning and Strategy contributes to the development of a forward thinking, comprehensive, and integrated system of pain care that is based on guiding principles that optimize access to quality care, improve outcomes and efficiency, and is aligned at the hospital, health authority and system level.
This position oversees provincial initiatives that identifies and monitors gaps in service/care delivery and provides recommendations related to implementation of new or expansion of existing services, colocation of specific services, and evolution of supporting policy and clinical governance structures.
**What you’ll do**
- Leadership and Partner Engagement
- Works with health authority partners to co-develop regional plans/strategies that are in alignment with Pain Care BCs (PCBC) broader system strategy including using data to inform strategy and evaluate strategic initiatives. Initiates and leads a variety system planning advisory committees and working groups.
- System Assessment and Monitoring
- Works with the Lead, Health System Quality and Evaluation to conduct environmental scan(s) and gap analysis and provides recommendations for priority initiatives and investment in infrastructure based on future Tiers of Service framework and unmet needs.
- Contributes to simulation modelling, projections, and regional capacity planning requests and review as the clinical point of contact.
- Informs the development of clinical governance and accountability framework for PCBC working in collaboration with PCBC quality leads.
- Informs broader PCBC data strategies based on areas of clinical priority.
- Strategy Development
- Develops, reviews and updates the Tiers of Service framework and develops implementation strategies
- Prepares briefing notes, working with the Executive Director, for submission to executive leadership on proposals related to future capacity planning.
- Informs and leads the development of provincial policy and system recommendations related to capacity planning, system development, human resource/training needs, and other service expansion areas working with Health Authority leads for chronic pain clinics, community leads for pain clinics and primary care leads.
- Develops strategy to ensure alignment of adult and pediatric pain provincial strategies with specific focus on integrating programs to support transition from pediatric to adult programs with a lens on preventative disease management for lifespan.
- Works with the Lead, System Quality and Evaluation, to develop a provincial pain system strategy that embeds patients as partners, is culturally safe and appropriate, and improves care for underserved populations.
- Implementation/Evaluation
- Oversees the development of provincial policy implementation and evaluation plans by performing duties such as informing the development of a comprehensive clinical governance model which includes all levels of care: system, health authority, and hospital development priorities and serves as a steward and initiative owner for assigned deliverables on relevant PCBC work plans and strategy documents.
- Team Leadership
- Provides leadership to team members through coaching, guiding, mentoring and modelling PHSA values. Encourages dialogue and provides guidance and advice to facilitate resolutions to work issues. Supports team members to define shared and individual goals and meet performance expectations. Recruits staff and maintains an organizational structure for the area that provides the highest level of quality service within budget parameters.

**What you bring**
**Qualifications**:
- A level of education, training, and experience equivalent to a Master’s degree in Health or Business Administration, Leadership Management, and/or Systems plus five (5) years’ recent related experience in a progressive management role in Health Care. Recent clinical experience in Pain Care preferred.

- Comprehensive knowledge in project management and business analysis within a healthcare environment.
